EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> Consultant will perForm a comprehensive water quality study of the City's recycled water <br /> distribution system to ensure that the highest quality of recycled water is delivered to <br /> City's customers. The study shall include: <br /> § An analysis of the current state of the City's Recycled Water Distribution System <br /> § Identification of causes of recycled water quality complaints <br /> § Development of plan(s) and procedures to respond and/or mitigate recycled <br /> water quality issues and complaints <br /> � Deliverables such as: <br /> a. Standard Operating Procedures and/or Technical Memos (TM) <br /> b. Recycled Water Quality Monitoring recommendations and/or plans <br /> c. Options for additional water treatment or change to existing treatment <br /> processes. <br /> In order to accomplish the four requirements as detailed above, Consultant will perform <br /> the following tasks: <br /> 1. Task 1 —Water Qualitv Evaluation of Recvcled Water Distribution Svstem <br /> Consultant will: <br /> a. Evaluate rates of chlorine decay in recycled water produced at the <br /> wastewater treatment plant. <br /> b. Conduct one site visit to the wastewater treatment plant to review <br /> existing treatment processes and controls. Consultant will also conduct <br /> interviews with operations staff to understand current recycled water <br /> production and recycled water make-up practices. <br /> c. Identify opportunities to optimize chlorine residual in the distribution <br /> system. <br /> d. Review historical water quality reports to identify potential problems <br /> with source-water quality. <br /> e. Estimate recycled water demands in each reach of the distribution <br /> system using historical winter recycled water consumption data for all <br /> current customers. Consultant will also estimate maximum age of the <br /> water at up to four locations in the distribution system using an existing <br /> computational model. <br /> f. Analyze baseline chlorine residual measurements at four locations in <br /> the distribution system and identify apparent discrepancies between <br /> model predictions and field measurements. <br /> g. Identify protocols for sample collection and laboratory analysis of water <br /> stains at the Maple St. Correctional (County Jail) complex.
