WHEREAS, each year the City of Redwood City is notified by Pacific Gas & <br /> Electric Company ("PG&E") regarding the allocation of work credits for conversion <br /> of Overhead electric distribution lines and facilities to underground, known as Rule <br /> 20A allocations; and <br /> WHEREAS, the City's Community Development Department has consulted with <br /> PG&E and determined that the City has accumulated Rule 20A work credits sufficient <br /> to complete the proposed overhead conversion project; and <br /> WHEREAS, the City Council has now received the report from the Community <br /> Development Director recommending that the area identified in Exhibits A and B <br /> should be designated as a underground utility district within which all existing overhead <br /> poles, overhead wires and overhead equipment associated with the distribution of <br /> electric power, telecommunication services and cable televisions should be removed <br /> and replaced with underground wires and facilities; and <br /> WHEREAS, upon the recommendation of the Community Development Director, <br /> the City Council has determined that the proposed Roosevelt Avenue UNDERGROUND <br /> UTILITY DISTRICT NO. 2016-1 is categorically exempt from environmental review <br /> pursuant to the California Environmental Quality Act; and <br /> WHEREAS, pursuant to the provisions of Article II of Chapter 11 of the Code <br /> of the City of Redwood City (commencing with §11.30), proceedings for the <br /> establishment of an underground utility district in a portion of the City of Redwood <br /> City were instituted by Resolution No. 15497, adopted June 13, 2016; and <br /> WHEREAS , said Resolution No. 15497 sets forth the purpose of said District, <br /> its proposed designation and boundary description , describing what utility facilities, <br /> if any, may be maintained above ground, and the time and place for hearing <br /> objections to the formation of the proposed District; and <br /> WHEREAS, the City has notified all of the affected property owners within the <br /> proposed Roosevelt Avenue UNDERGROUND UTILITY DISTRICT NO. 2016-1 and <br /> invited same to attend a public hearing to discuss formation of the proposed district. <br /> Notice of said hearing was provided by mailing and publication in accordance <br /> with <br /> §11.42 of the code of the City of Redwood City; and <br /> WHEREAS, On July 25, 2016, at 7:00 P.M., or as soon thereafter as the <br /> matter could be heard, at the Redwood City Council Chambers, 1017 Middlefield <br /> Page 2 of 4 <br /> ATTY/ORD.430/ROOSEVELT AVENUE UNDERGROUND UTILITY DISTRICT N0.2016-1 ORDINANCE N0.2426 <br /> REV:07-14-16 RL MUFF N0.804 <br />
