Agency Type and Area of Responsibility (AOR) <br /> The City of Redwood City is a municipal corporation of the State of California operating under its own charter and governed <br /> by a seven-member City Council elected by the public. The Port of Redwood City is one department of the City. It operates <br /> under its own charter and is governed by a five-member, City Council-appointed Board of Commissioners. The Port's AOR <br /> consists of the entire Redwood Creek Channel, stretching from the mouth of the channel inland to its marinas and public <br /> launch ramp. The City of Redwood City has a specific AOR of Docktown Marina, a private marina located approximately <br /> one mile from Port property, along Redwood Creek Channel, of which it took over management after the managing property <br /> owner forfeited their right to the property to other interested parties. As a consequence, the City was required to take over <br /> management of the waterway because the State's Public Trust Doctrine dictates that the State's public lands will be <br /> managed by the adjacent municipality. <br /> 2. Statement of Need <br /> The City took over management of Docktown Marina in 2013 . The tenure and <br /> function of this facility as a marina remains uncertain after the State provided <br /> direction to the City that residential use of the public trust waterway is not a <br /> permissable use in Docktown Marina . The City is no longer renting slips and will not <br /> be taking on new vessels , but there is no effort to evict tenants beyond non- <br /> payment. The State is allowing the City to operate under these terms at this time . <br /> We have seen a trend of vessels becoming more run-down and dilapitated as <br /> owners are relocating due to the uncertainty of their living situation . There have <br /> already been tenant evictions from live-aboard vessels , vessels surrendered by <br /> owners, and abandoned vessels removed from the property.
