R . A . C . ) recommends that the Planning Commission recommend to the <br /> City Council the adoption of a resolution regarding Mills Act agreements , <br /> per California Government Code Sections 50280 et . Seq . <br /> GENERAL PLAN DESIGNATION AND CONFORMANCE : This proposal conforms to the <br /> Environmental , Economic , and Cultural goals and principles of the Redwood <br /> City Historic Landmark Element of the General Plan . <br /> SITE DESCRIPTION : N/A <br /> EXISTING LAND USE : N/A <br /> ADJACENT LAND USES : N/A <br /> SPECIAL STUDY AREA : N/A FLOOD HAZARD AREA : N/A <br /> ZONING HISTORY : N/A <br /> DEPARTMENTS COMMENTING : N/A <br /> PROJECT ANALYSIS : " California State Law authorizes cities to enter into <br /> contracts with the owners of qualified historical property to provide for <br /> the use , maintenance and restoration of such historical property so as to <br /> retain it ' s characteristics as property of historical significance " . <br /> On April 3 , 1990 , a joint study session involving the Planning <br /> Commission , the H . R . A . C , and a panel of experts was held to investigate <br /> the feasibility of a Historic Preservation Agreements/Mills Act . The <br /> group discussed and reviewed a draft ordinance , as well as the specific <br /> mechanisms of a typical Mills Act contract ( see attachments ) . <br /> I <br />
