On April 3 , 1990 , a joint study session involving the Planning Commission , the H . R . A . C , and a panel of experts was held to investigate the feasibility of a Historic Preservation Agreements/Mills Act . The group discussed and reviewed a draft ordinance , as well as the specific mechanisms of a typical Mills Act contract ( see attachments ) . I
