R . A . C , and a panel of experts was held to investigate <br /> the feasibility of a Historic Preservation Agreements/Mills Act . The <br /> group discussed and reviewed a draft ordinance , as well as the specific <br /> mechanisms of a typical Mills Act contract ( see attachments ) . <br /> I <br />
