Approved for 1st reading by the following roll call vote.:
AYES: Council Members Buchan, Claire, Greenalch, Murray and
Mayor La Berge
NOES: Councilman Stangel
-------------------------------------------------------------------------- - - - - --
ORAL COMMUNICATIONS
a. A -1 Motel (1401 -17)
The following tenants of the A -1 Motel, 1818 E1 Camino Real addressed the
Council regarding Notices of Eviction; the lack of time to find adequate
replacement housing; the illegal nature and unfairness of the Notices; the
deplorable conditions of the A -1 Motel; and, they advised the Council that
they had contacted Legal Aid:
Joy Black, Anna Marie Bradley, Girleana Chinn and Teresa Nowlin.
Robert Post, 456 San Mateo Avenue, San Bruno, attorney for the owners of the
A -1 Motel, Sam Bhas and Iftekhar Hai, described the legal process of the
eviction notices and advised that all incorrect notices were being
rectified; explained he and his clients were doing everything they could to
help in relocation of the tenants; the owners of the A -1 Motel were
experiencing a $6,000 per month negative cash flow during this period of
waiting for approvals so demolition could begin and construction of a new
motel could begin; and stated that this is an economic world and he wished
this problem would just go away.
Council Members advised this situation involved legal and moral issues and
expressed concern that the tenants were led to believe that the City of
Redwood City was forcing their eviction when in fact, it was the owners and
not the City; the co- responsibilities of tenants and owners for a safe and
clean place to live; the tight housing market and pressing need for low cost
available housing in Redwood City; the moral obligation of those who do
business in and with Redwood City and use City services; and, the City has
no legal role in relocation efforts, but has assisted and will continue to
assist in every way possible.
Mr. Hai described his conversation with Police Chief Guardino regarding
theft and vandalism committed by his former managers; alleged non - payment by
some tenants; and, a possible time table of 3 to 4 weeks for demolition to
begin.
Debbi Jones - Thomas, Redwood City Housing Coordinator, advised there had been
only one phone call from Mr. Post regarding relocation of tenants and no
communication at all from the owners; the Federal Housing Authority has not
accepted new listings for four years: the Mid Peninsula Citizens for Fair
Housing spoke to the tenants advising them of their rights; many of the
Eviction Notices were delivered days after the date of the Notice; the
Redwood City Housing Department needs time and cooperation from the owners
to assist these tenants in relocating.
MINUTE BOOK NO. 50 Reg.
