1. Presentation of Certificate of Achievement for Excellence in Financial <br />Reporting to the City of Redwood City and Award of Financial Reporting <br />Achievement to Finance Director Gul Ramchandani (301 -05) <br />Mayor La Berge presented the awards to Finance Director Gul Ramchandani who <br />thanked the Council, the finance department and management staff. <br />-------------------------------------------------------------------------- - - - - -- <br />2. PUBLIC HEARING - To consider an emergency ordinance concerning relocation <br />assistance and temporary housing for persons of low income displaced by <br />demolition, construction or code enforcement involving existing short -term <br />dwelling facilities (1401 -17) <br />Affidavit of publication on file. <br />Housing Coordinator Jones - Thomas reported that the owners of the A -1 Motel <br />had agreed to the conditions of the loan; loan funds would be disbursed not <br />to tenants, but to rental property owners and utility companies; the San <br />Mateo County Housing Authority would provide vouchers to the displaced <br />tenants which would expedite relocation; if tenants had not found permanent <br />housing by the deadline of August 31, 1990 they would be given temporary <br />housing; and, the loan funds plus the Section 8 subsidy from the Housing <br />Authority should provide the necessary vehicle to facilitate relocation. <br />Council discussed the satisfactory resolution of this specific relocation <br />problem at the A -1 Motel and the fact this emergency ordinance is <br />unnecessary. Also, they discussed the need for the Human and Housing <br />Concerns Committee to continue the process of establishing a policy for <br />relocation of displaced low- income tenants. <br />M /S: Bury /Buchan to not hold a public hearing and to terminate <br />consideration of the proposed ordinance. <br />Under discussion of the motion: <br />Dr. Steven Howard, 907 Katherine, Redwood City, expressed satisfaction that <br />the relocation problem was being resolved without the adoption of the <br />emergency ordinance, but expressed concern that the City became involved in <br />in a private enterprise between a motel and its tenants. Dr. Howard <br />advised forcing owners to pay relocation costs for low income tenants will <br />penalize owners and be a disincentive to providing low income housing. Dr. <br />Howard also spoke to the issue of moral responsibility and children born to <br />parents who could not provide for them, suggesting the city should adopt a <br />policy for the people of Redwood City similar to the General Plan. <br />Council advised the proposed ordinance addressed the issue of removing <br />low- income units from the Redwood City housing market, which action is in <br />conflict with the General Plan; that it is the responsibility of the City <br />Council to protect the health and safety of all its residents; and <br />relocation costs should be considered like any other cost in doing business. <br />Minutes <br />MINUTE BOOK NO. 50 August 13, 1990 <br />Page No. 036 Page 2 <br />
