PUBLIC HEARING - Appeal of the decision of the Zoning Administrator to <br />approve a variance under Sections 8.7 and 32.2, Ordinance No. 1130, allowing <br />construction of a duplex on a parcel with substandard lot width of 50 feet <br />where 60 feet is required - Michelle Klein and Nick Marchegiani, <br />appellants. (203 -10). Affidavit of Publication and Affidavit of Mailing <br />are on file in the City Clerk Department. <br />Location -- 1022 Madison Avenue; being a portion of Lot 20, Block 1, <br />Jefferson Acres; APN 053 - 011 -280 "R -2" (Residential -- Duplex) Zone. <br />Report: Planning Director, August 13, 1990 <br />Senior Planner Passanisi presented the staff report describing the special <br />circumstances applicable to this subject property under Section 43.4 of the <br />Zoning Ordinance, and the granting of the variance as a decision in <br />compliance with the intent of the Zoning Ordinance, although there were <br />concerns about the size of the dwellings. In response to Council questions <br />Mr. Passanisi said four bedrooms were uncommon in duplexes; it was his <br />understanding the units would be rented; and, this lot is substantially the <br />same as the lot at 1105 Madison that was granted a variance to build a <br />duplex. <br />Mayor La Berge declared the Public Hearing open at 8:08 p.m. and invited <br />anyone who wished to speak to please do so. <br />The following people addressed the Council: <br />Simone Di Piero, 1011 Madison, Redwood City described his concerns about the <br />the lack of parking for additional cars the proposed duplex would bring to <br />this narrow street; the character, vitality, balance, safety and harmony <br />would be destroyed by this "monster house" amidst the modest -sized houses <br />that face the street, while the proposed design would create the feeling of <br />dissonance as this design "turns its back" on the neighborhood as does the <br />duplex at 1105 Madison; and advised he bought his house because he wanted to <br />live in the neighborhood as it was, and does not want to see the quality <br />destroyed. <br />Minutes <br />August 13, 1990 <br />Page 3 <br />MINUTE BOOK NO. 50 <br />Page No. 037 <br />
