Art Klein, 1002 Madison, Redwood City expressed concern that this proposed <br />duplex would be as out of place as the one at 1105 Madison; the street is <br />too narrow to accommodate more cars; Madison Avenue already has too much <br />traffic from the park, pool, school and church; the design of a sideways <br />2 -story building with windows looking out on neighbors will destroy privacy; <br />and this duplex will add to the overpopulation of this neighborhood. <br />Michele Klein, 1002 Madison, Redwood City stressed this design was too large <br />for the neighborhood as visibility from that driveway will be so poor as to <br />endanger bicycle riders; the loss of privacy will be significant; and the <br />residents do not want their neighborhood changed. <br />Nick Marchegiani, 947 Madison, Redwood City described his and his wife's <br />concerns regarding the lack of parking and traffic space for a huge duplex <br />as there is no room for 2 cars to pass each other now; the duplex at 1105 <br />Madison doesn't blend into the neighborhood and this won't either; and <br />wondered if there was enough sewage capacity for this duplex. <br />Don Ryan, 959 Addison, Palo Alto, developer of the proposed duplex, <br />responded to Council questions and advised he designed the 4- bedroom duplex <br />with families in mind; with certain extras; and in keeping with the Zoning <br />Ordinance. Mr. Ryan added that he believed precedent was set for his <br />property when the variance was granted to 1105 Madison; he had not discussed <br />his project with all the neighbors; and, he had not considered any other <br />design, although, he agreed that other designs were possible. <br />Council discussed the impact of approving this design in this neighborhood <br />and others in Redwood City and suggested the developer take time to <br />consider a redesign and its impacts and costs. <br />M /S: Murray /Bury to close the Public Hearing. <br />Carried by unanimous voice vote and Public Hearing closed at 8:36 p.m. <br />Affidavits of posting and publication are on file. <br />M /S: Murray /Buchan to grant the appeal and reverse the decision of the <br />Zoning Administrator to grant a variance for the construction of duplex at <br />1022 Madison Avenue based on the following findings: <br />(i) There are no special circumstances applicable to the subject <br />property as required under Section 43.4a of the Zoning Ordinance justifying <br />the granting of the variance in that the strict application of the Zoning <br />Ordinance does not deprive the subject property of privileges enjoyed by <br />other properties in the vicinity and under identical zone classifications <br />because numerous other properties with the same or similar sizes, shapes, <br />topography, location or surroundings have been developed without the <br />granting of variances; <br />Minutes <br />MINUTE BOOK NO. 50 August 13, 1990 <br />Page No. 038 Page 4 <br />
