PUBLIC HEARING - Appeal of the decision of the Zoning Administrator which <br />denied a Use Permit to allow a basement unit in a single - family residence - <br />John and Regina Grandsaert, Appellants (203 -10) <br />Location: 3556 Highland Avenue; being Lot 16, Block 7; Highlands of Emerald <br />Lake; APN 057 - 283 -030; "R -I" (Residential - Single- Family) District. <br />Affidavit of publication on file. <br />Report: Planning Director, 8/27/90 <br />Planninq Director Patterson presented the staff report citing the 11 points <br />in the findings by the Zoning Administrator (Mr. Patterson) in his Notice <br />of Official Action of July 27, 1990. <br />Council discussed the first appeal Mr. Grandsaert filed for a Use Permit to <br />allow an accessory dwelling unit in conjunction with a single family <br />residence heard by the Council on June 20, 1988 and denied (See findings <br />dated June 24, 1988, Minute Order No. 88 -101 dated June 28, 1988). <br />Mayor La Berge declared the Public Hearing open at 8:39 p.m. and invited <br />anyone who wished to speak to please do so. <br />John L. Grandsaert, 3556 Highland, Redwood City distributed pictures of his <br />house and uphill neighbors; advised Council that California Government Code <br />65852.2 and Redwood City Housing Policy allow second units, but Redwood <br />City Ordinances do not; original denial was based on the fact the lot must <br />be occupied by a single family dwelling first (R.C. Ord. 1130.226) and the <br />dwelling had not been built; and offered the following grounds for appeal: <br />Reg. Mtg.
