14. Both the standards established pursuant to subdivision (b) of <br />Government Code Section 65852.2 and the legislative findings made in <br />connection with the adoption of sai.d section permit, and indicate, <br />respectively, that local ordinances may require that second dwelling units <br />on residentially -zoned property be limited to lots with existing dwelling <br />structures constructed thereon. <br />15. Construction of a second dwelling unit on the subject property within <br />the proposed single - family residential structure would create an <br />overutilized condition of the Subject Property because it would establish a <br />new, higher density use of the property, and not take advantage of an <br />existing low density usage which reflects "...changes in social patterns." <br />(cf., legislative findings para. 10, supra). <br />16. Granting Appellant's application would encourage similar applications <br />with respect to other improved lots in the vicinity of the Subject Property, <br />which, if likewise granted would create an even greater condition of <br />overutilization of said properties. <br />17. Housing Policy #3 of the General Plan states that the City should <br />"allow second (attached and detached) units in single - family residential <br />areas, while respecting the character of residential neighborhoods." <br />18. Redwood City General Plan Policy L -3 states that "higher residential <br />densities should be promoted at locations near or within commercial and <br />financial centers, employment centers and transportation terminals, ", rather <br />than in single - family neighborhoods. <br />19. General Plan Housing Policy #1 states that the City should "promote the <br />construction of lower income housing developments located on areas that are <br />convenient to public transportation, shopping, recreation, schools, <br />hospitals, employment, and other community facilities." <br />20. Appellant previously applied to the City for a use permit to construct <br />an accessory dwelling in the basement of the same single - family residence on <br />the Subject Property in 1988. This application was denied by the Zoning <br />Administrator, and the denial was upheld on appeal by this Council, on <br />substantially similar grounds. <br />21.
