Michael O'Brien, 601 Cedar, lives in the historical house directly behind
the City site and advised the subject house would be out of character with
the historic homes in the neighborhood and that the lot is too small to
sustain the proposed remodeled structure.
George Young, owner of 625 Hilton, expressed his concern that the total cost
of the proposed move and remodel would eventually exceed $200,000 as repair
and remodeling costs are greater than new construction costs; that a less
expensive new house is preferable to an old remodeled house; the lot is too
small to accommodate proposed usage; the neighborhood is too crowded now
with no place for children to play; and, the house and move would not be
economical, there would be no quality brought to the neighborhood and there
would be a safety factor to consider.
Don Frohlich, 491 Topaz Street, reminded Council this house was built before
World War II and building codes were very lax at that time which could
result in unexpected damages; cost of bringing house up to seismic code; and
questioned City's exposure on this old structure.
Mayor La Berge asked if anyone else wished to speak. No one else wished to
speak.
M /S: Stangel /Bury to close the Public Hearing.
Carried by unanimous voice vote and Public Hearing closed at 8:59 p.m.
M /S: Stangel /Greenalch to deny approval of moving the donated house from
1052 High Street, Palo Alto to 600 Hilton Street, Redwood City and to reject
all bids
Under discussion of the motion, Councilman Claire advised that historical
preservation should be confined to Redwood City homes and not older homes
from other cities moved to our City; but, the ultimate use of the site may
still be a shelter for homeless youth depending on funding and further
public hearings.
Under discussion of the motion, Councilman Murray stated he would vote
to deny accepting the house, but it is not based on the proposed use of the
site; that this kind of housing is necessary somewhere in Redwood City
because we have children who have no place to live; and, this vote should
not be construed as setting a policy, but only as denying approval to
accepting this particular building.
Motion carried by unanimous roll call vote.
MINUTE ORDER N0. 90 -134
Mayor La Berge declared all other scheduled items related to this issue as
unnecessary due to Council action denying approval of the donated house.
MEMO 9/18/90
------------------------------------------------------------------------- - - - - --
ITEM NO. 9 TAKEN OUT OF ORDER AT THIS TIME
Reg.
