The adjustment authorized by the variance would not constitute a grant of special privilege under Subdivision b, of Section 43.4 of the Zoning Ordinance; there are no lots similarly situated with respect to the subject property; and, also that the variance granted is relatively minor with respect to the width and area of the requirements of the R -2 zoning. 3. The granting of the variance under Subdivision c, Section 43.4 would not be contrary to the intent of the ordinance in that the use of the property as a duplex would be consistent with the R -2 zoning in the area, and also consistent with the land use provisions for that area in the General Plan."
