Hitchcock and Matthias T. Leipzig appointed <br />to the Housing and Human Concerns Committee to serve at the will of the Council. <br />MINUTE ORDER NO. 90 -145 <br />--------------------------------------------------------------------------- - - - - -- <br />STAFF REPORTS <br />4. Water Allotment and information regarding Sequoia Union High School <br />District, Redwood City Elementary School District and Canada College <br />(1204 -09) <br />Report: General Services Director, 9/21/90 <br />General Services Director Sennewald presented the staff report. <br />Council discussed the causes of the deterioration of playing fields in <br />Redwood City; the fields as valuable resources to the community; state <br />laws guaranteeing use of public fields; City liability; assumption of three <br />school districts that Council stated intention to allow lower penalties for <br />exceeding allotment due to special needs of maintaining playing fields; and <br />the need to hear directly from representatives of the districts involved. <br />In response to Council questions, City Attorney Schricker described the <br />three -step procedure for changing allotments: written appeal to the General <br />Services Director; appeal to the Water Conservation Committee; and final <br />appeal to the City Council. Also, the General Services Director can change <br />allotments and the Council could change the procedures by amending the <br />Ordinance. <br />CONSENSUS: It was determined by Mayor La Berge that it was the consensus of <br />the Council to bring this issue back to the Council at a future date. <br />Council Members Buchan and Claire appointed to Water Subcommittee and will <br />contact representatives of the three school districts. <br />MEMO 9/25/90 <br />-------------------------------------------------------------------------- - - - - -- <br />5.
