Browning Ferris Solid Waste Collection Rates Increase (1206 -02) <br />Report: Finance Director, 9/24/90 <br />City Manager Smith and Finance Director Ramchandani presented the staff <br />report. <br />In response to Council questions, Director Ramchandani advised the collection <br />rate will increase 2.4% and the recycling surcharge will increase 4.235% and <br />the average increase will result in an average increase of approximately <br />35 cents per can per month. <br />Title read. M /S: Greenalch /Bury <br />RESOLUTION NO. 11393 ESTABLISHING CHARGES FOR SANITARY INSPECTIONS, <br />COLLECTIONS RECYCLING AND REMOVAL OF REFUSE IN THE CITY OF REDWOOD CITY <br />Adopted by unanimous roll call vote. <br />-------------------------------------------------------------------------- - - - - -- <br />7. Emergency and Disaster Relief Ordinance amendments and update (1001 -02) <br />Report: City Manager, 9/18/90 <br />Assistant City Manager Jean presented the staff report. <br />Council discussed Section 10.6 of the proposed ordinance and whether the <br />Mayor or the Emergency Operations Manager should declare an emergency. <br />In response to Council questions Assistant City Manager Jean described need <br />for immediate response in emergency situation in order to be eligible for <br />federal funds reimbursements and for priorities for mutual aid. <br />City Manager Smith described the essential emergency preparedness training <br />staff has undergone, beginning with week in San Luis Obispo at CSTI, and <br />suggested Council or Mayor undergo the same intensive training. <br />Council discussed political nature of declaring emergency; possibility of <br />hierarchy of command; and need to separate policy decisions from management <br />and operations so as to reserve policy questions for Council. <br />CONSENSUS: It was determined by Mayor La Berge that it was the consensus of <br />the Council to direct staff to prepare revised ordinances and bring this <br />issue back to the Council at a later date. <br />MEMO 9/25/90 <br />-------------------------------------------------------------------------- - - - - -- <br />Reg.
