<br />WHEREAS, the Commission considered a CEQA Consistency Checklist and its
<br />findings prepared by the City’s Planning Division, the previously certified Stanford in
<br />Redwood City Environmental Impact Report (the “EIR”) (State Clearinghouse
<br />#2008102023), including the Statement of Overriding Considerations in City Council
<br />Resolution No. 15294, as part of the City’s consideration of the Project; and
<br />
<br />WHEREAS, on October 4, 2016, the Commission conducted a duly noticed
<br />public hearing, in accordance with all applicable requirements of the State Planning and
<br />Zoning Law, the Redwood City Code, and the Redwood City Zoning Ordinance, to
<br />consider approval of the Project, and received and considered oral and written reports
<br />and application materials; and
<br />
<br />WHEREAS, the Commission has determined that the proposed Project is
<br />consistent with the Precise Plan goals, development standards, and urban design
<br />guidelines and applicable provisions of the Redwood City Municipal Code and Zoning
<br />Ordinance, and Subdivision Map Act.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED AS FO LLOWS:
<br />
<br />Section 1. Evidentiary Basis: The Commission, having independently heard,
<br />considered, and weighed all the evidence in the record, finds that the above recitals are
<br />accurate and constitute findings in this matter and, together with the staff report and the
<br />application materials, including without limitation the EIR, development plan, tentative
<br />map, and all other documents, reports, studies, memoranda, maps, oral and written
<br />testimony, and materials in the City’s file for the applications and the Project, and all
<br />adopted City planning documents relating to the Project and the property including the
<br />City’s General Plan, Municipal Code, Zoning Ordinance, the Precise Plan, and other
<br />applicable City laws and regulations, and all associated approved and certified
<br />environmental documents, have together served as an adequate and appropriate
<br />evidentiary basis for the findings and actions set forth in this Resolution.

<br />Section 2. CEQA Consistency Checklist: The Planning Commission finds that:
<br />a. The CEQA Consistency Checklist was prepared in accordance with all legal
<br />requirements; and
<br />b. The Planning Commission has reviewed and analyzed the Consistency Checklist
<br />and other information in the entire record and has considered the information therein,
<br />including the written and oral comments received at the public hearing on the
<br />Project, prior to acting upon or approving the Project.
<br />c. Based on substantial evidence in the record, the proposed Project is within the scope
<br />of the previously adopted Precise Plan and the certified EIR. The mitigation
<br />measures and Statement of Overriding Considerations associated with certification
<br />of the EIR address the environmental effects of the Project. Accordingly, with the
<br />approval of this Project, all applicable mitigation measures and the Statement of
<br />Overriding Considerations are hereby reconfirmed and readopted.
<br />d. As set forth in CEQA Guidelines sections 15162 (Subsequent EIRs and Negative
<br />Declarations) and 15163 (Supplement to an EIR), the proposed Project will not result
<br />in any new environmental effects, or a substantial increase in the severity of any
<br />environmental impact, or require new mitigation measures beyond those identified in
<br />the EIR and adopted upon approval of the Precise Plan. No new environmental
<br />document is required.
