6.1.F. - Page l <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 17, 2016 <br /> SUBJECT <br /> Memorandum of Understanding for FY 2016-17 between the Sequoia Healthcare District <br /> and the City of Redwood City for the PE Plus Program <br /> RECOMMENDATION <br /> Approve by motion and authorize City Manager to execute the FY 2016-17 Memorandum <br /> of Understanding (MOU) between Sequoia Healthcare District (SHOD) and City of <br /> Redwood City to provide comprehensive physical education curriculum for children in <br /> kindergarten through fifth grade at five Redwood City School District schools <br /> BACKGROUND <br /> The Sequoia Healthcare District (SHCD) and Redwood City Parks, Recreation, and <br /> Community Services (PROS) both recognize the critical need that exists for consistent <br /> physical education and physical activity opportunities for students during the school day. <br /> Both parties have a common objective to assure that children in the Redwood City <br /> School District (RCSD) have access to such opportunities. With grant funds provided <br /> by SHOD, both PROS and the Peninsula Community Center (PCC) have agreed to <br /> provide a comprehensive, sequential K-5 PE curriculum called "PE Plus" that serves <br /> nearly 5,000 children in kindergarten through fifth grade in the Redwood City School <br /> District. <br /> The FY 2 0 16-17 MOU between SHOD and the City of Redwood City constitutes <br /> the fourth year that the Sequoia Healthcare District Board approved funding for the <br /> PE Plus Program. The MOU memorializes each entity's willingness to dedicate <br /> professional staff to this effort among PROS, PCC, RCSD and SHOD. The MOU <br /> describes the City's obligations to SHOD in connection with City's receipt of $320,234 <br /> in grant funding for the implementation of the following year 5 goal and objectives: <br /> Goal I: To establish active, healthy lifestyles, and contribute to the social-emotional <br /> development of youth in the Redwood City School District. <br /> Objective I— Program Delivery: City will conduct programming at the five schools listed <br /> below during the 2016-17 academic year. If opportunity presents itself to expand to <br /> other schools during this grants cycle, an amendment to this agreement will be made. <br /> The Program is based on the following parameters: <br /> • 152 days of PE Plus "full program" implementation that includes PE curriculum <br /> instruction two days per week for each class grades K-5 by up to four total coaches <br /> per school (two coaches per class) and recess/lunch support five days per week <br /> with a minimum of two coaches. <br />
