6.1.H. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 17, 2016 <br /> SUBJECT <br /> Donation of Two Surplus Vehicles to Sister Cities <br /> RECOMMENDATION <br /> By motion, authorize the donation of one 2003 Ford Passenger Van and one Ford F- <br /> 450 Truck from the surplus list to sister cities Colima and Guzman <br /> BACKGROUND <br /> Surplus Vehicles: <br /> The Public Works Services Department, in conjunction with the Administrative <br /> Services Department, acts as the centralized collection and storage point for City <br /> personal property that has reached the end of its useful lifecycle, as measured by <br /> departmental efficiency and effectiveness standards, and/or is considered surplus <br /> from various City departments. <br /> Redwood City International: <br /> In 1990, a group of local residents partnered with Redwood City to form Redwood <br /> City International (RCI). Funds to operate the organization are raised through <br /> individual, business and nonprofit memberships with additional support from the <br /> City of Redwood City. As a result of early business ties between the Port of <br /> Zhuhai, China, and the Port of Redwood City, a sister-port relationship had existed <br /> since the 1980s. <br /> In 1993, with the unanimous approval of the City Council, Zhuhai became <br /> Redwood City's first sister city. With the success of one sister city relationship, RCI <br /> members began pursuing a sister city in Mexico, the original home of many <br /> residents of Redwood City. A series of forums with community members to <br /> determine guidelines followed, and in 1998, RCI signed a second sister city <br /> agreement with the city of Colima, Mexico. In 2013, a third sister city agreement <br /> was signed with the city of Guzman. Activities between RCI and its three sister <br /> cities continue to provide a strong cultural and educational bond for community <br /> members. <br /> ANALYSIS <br />
