6.1.H. - Page 2 <br /> Historically, the City has shown a strong commitment to the relationship with its <br /> sister cities, and donated necessary resources to Colima in years past. With the <br /> recent declaration of surplus vehicles, staff worked with RCI to evaluate vehicles <br /> that are suitable to utilize in sister cities Guzman and Colima. The following two <br /> vehicles have been identified as the most suitable vehicles to donate: <br /> • 2003 Ford E-350 Passenger Van <br /> • 1989 Ford F-450 Truck <br /> Rather than attempt to sell the property identified above at auction, staff <br /> recommends donating the two vehicles as they would provide substantial benefit to <br /> the people of Colima and Guzman. Staff believes this benefit significantly <br /> outweighs the minimal funds the City would gain by selling these vehicles on the <br /> open market. <br /> The RCI Board has also pledged to absorb expenditures relating to transportation <br /> and transfer of ownership of the two vehicles. <br /> ALTERNATIVES <br /> Council may choose not to donate the identified surplus property and instead <br /> attempt to sell the property at auction. <br /> FISCAL IMPACT <br /> Donation of these vehicles to sister cities Guzman and Colima will have a minor <br /> one-time impact on the Internal Services Fund revenue, of approximately $20,000, <br /> their potential salvage value. <br /> ENVIRONMENTAL REVIEW <br /> This action is not a "project" within the meaning of the California Environmental <br /> Quality Act (CEQA) because the sale of the City's surplus property will not cause a <br /> direct physical change in the environment or reasonably foreseeable indirect <br /> physical change in the environment.
