CITY OF REDWOOD CITY 6.1.A. - Page 17 <br /> BROADWAY PLAZA MIXED-USE PROJECT EIR <br /> EXHIBIT A: SCOPE OF WORK AND COSTS <br /> • Land Use and Planning. PlaceWorks will describe the existing regulatory and physical <br /> land use setting and will evaluate and describe the compatibility of the proposed <br /> plan with existing land use and conservation plans. As part of this task, PlaceWorks <br /> will evaluate the compatibility of the proposed project with the land use map and <br /> policies of the General Plan Update. <br /> • Noise. PlaceWorks will evaluate potential noise and vibration impacts for the <br /> construction and operational phases of the proposed project. The impact <br /> assessment will discuss relevant standards and criteria for noise exposure,based on <br /> pertinent federal, State, and local ordinances, policies, and standards. Mitigation <br /> measures to reduce noise and vibration impacts will be recommended,as necessary. <br /> The 11.2-acre project site is located in a primarily retail/commercial/office area in <br /> Redwood City and the nearest noise-sensitive receptors —single-family residential <br /> uses—are located to the west of Chestnut Street.Given the roadway configuration <br /> around the project site, traffic noise is expected to be the dominant ambient noise <br /> source in the area and will, therefore, be assessed via calculations for both the <br /> current and future scenarios (using the traffic forecasts included in the project's <br /> traffic study).Thus, no field measurements of ambient noise levels are needed for <br /> this study. Besides traffic flows, other, on-going noise sources at the site will be <br /> discussed qualitatively. <br /> • Population and Housing. PlaceWorks will evaluate the population and housing <br /> impacts that would result from the proposed project, including an assessment of <br /> population growth. <br /> • Public Services and Recreation. PlaceWorks will evaluate impacts of increased <br /> demand to police,fire,school,and park,and library services and facilities generated <br /> by the growth estimated to result from the proposed project. PlaceWorks will <br /> contact representatives of each service provider to ascertain potential impacts of <br /> the proposed development to staffing,service levels,and facilities. <br /> • Transportation and Traffic.PlaceWorks'in-house traffic engineer will peer review the <br /> traffic and transportation impact study to be prepared by Hexagon Transportation <br /> Consultants under a separate contract with the City. PlaceWorks will prepare a <br /> memorandum summarizing the findings of the peer review to ensure that there are <br /> no fatal flaws and major omissions in the analysis, and that it is adequate to satisfy <br /> CEQA requirements.This scope of work assumes that the Transportation and Traffic <br /> Impact Analysis prepared by Hexagon Transportation Consultants will address all <br /> standards of significance required by Appendix G of the CEQA Guidelines,as well as <br /> any additional thresholds that may be requested by the City.This scope of work also <br /> assumes that the Transportation and Traffic Impact Analysis will clearly identify any <br /> significant impacts and associated mitigation measures. We will coordinate with <br /> Hexagon Transportation Consultants staff at the outset of the project to ensure that <br /> expectations and needs for the Transportation and Traffic Impact Analysis are clearly <br /> understood among both firms and City staff. <br /> PlaceWorks will incorporate the findings of the Transportation and Traffic Impact <br /> Analysis prepared for the proposed project into the EIR. <br /> • Utilities and Service Systems.PlaceWorks will contact utility service providers for the <br /> project site to assess potential impacts to utility and service system services and <br /> facilities that may occur as a result of increased demand generated by the proposed <br /> PLACEWORKS S <br /> ATTY/AG R.2016.251/Placeworks AUGUST 31,2016 <br />
