6.1.A. - Page 18 C I T Y <br /> BROADWAY PLAZA MIXED-USE PROJECT EIR <br /> E X H I B I T A: S C O P E O F WORK AND COSTS <br /> project. On the basis of responses from public service providers, PlaceWorks will <br /> analyze potential impacts resulting from the project, and recommend mitigation <br /> measures as needed. A Water Supply Assessment (WSA) will be required for the <br /> proposed project.This scope of work assumes that the WSA will be prepared under <br /> a separate contract with the City.The utilities analysis in the EIR will reference the <br /> findings of the WSA. PlaceWorks is able to obtain a subconsultant to prepare the <br /> WSA,if requested by the City. <br /> Task C. Alternatives Analysis <br /> Building from the discussion of alternatives at the kick-off meeting, PlaceWorks will <br /> develop a list of up to three draft alternatives, including the CEQA-required No Project <br /> Alternative. We will work with City staff to finalize the list of alternatives, and then <br /> complete an impact analysis of each alternative. The alternatives analysis will be a <br /> qualitative discussion and will identify the environmentally superior alternative. The <br /> alternatives will be designed to avoid potentially significant impacts identified in Task B <br /> and could include a reconfigured site plan or lowered density alternative.This scope of <br /> work assumes that, under a separate contract with the City, Hexagon Transportation <br /> Consultants will provide an evaluation of transportation and traffic impacts for the three <br /> alternatives. <br /> Task D. Administrative Draft EIR <br /> PlaceWorks will prepare an ADEIR and submit it electronically to City staff for review and <br /> comment.The impact analysis will be comprehensive and cover all CEQA requirements. <br /> The ADEIR will include a section summarizing resource categories scoped out of the EIR <br /> and providing justification and citations in support of this determination. Significance <br /> criteria will be identified for each impact topic based upon thresholds of significance <br /> identified in Appendix G,Environmental Checklist Form,of the State CEQA Guidelines and <br /> identified in the scoping process. <br /> Impacts and mitigation measures will be organized and discussed by topic. For each <br /> identified environmental impact, a set of feasible mitigation measures will be <br /> recommended. <br /> The ADEIR will cover the following topics: <br /> • Executive Summary. PlaceWorks will create a summary in a form consistent with <br /> CEQA Guidelines Section 151.23.This summary will facilitate a quick understanding <br /> of environmental issues and the actions required to mitigate potential impacts, It <br /> will include a summary table of impacts, mitigation measures, and levels of <br /> significance before and after mitigation. <br /> ▪ Project Description. The ADEIR will include the project description drafted for the <br /> project as part of Task A.2,Project Description. <br /> a Setting, Impacts, and Mitigation Measures.The existing setting information, impact <br /> analyses, and mitigation measures developed in Task B will be combined to create <br /> chapters describing environmental consequences for each CEQA-required topic. <br /> PLACEWORKS 6 <br /> ATTY/AG R.2016.251/Placeworks AUGUST 31,2016 <br />
