The alternatives evaluation chapter will include a tabular <br /> comparison of the alternatives impacts, and a qualitative comparison in adequate <br /> detail to provide meaningful distinctions and conclusions. <br /> • CEQA-Mandated Sections. PlaceWorks will prepare assessment conclusions to meet <br /> CECb4 Guidelines for the following mandatory findings: <br /> • Cumulative Impacts <br /> • Growth Inducement <br /> • Unavoidable Significant Effects <br /> • Significant Irreversible Changes <br /> • Impacts Found Not to be Significant <br /> • Organizations and Persons Consulted.This chapter will include agencies and persons <br /> contacted and literature reviewed. <br /> • Report Preparers.This chapter will identify the consultants and staff who prepared <br /> the EIR. <br /> Graphics:In addition to the Project Description figures, it is estimated that approximately <br /> four graphics (primarily maps) will be used to support the evaluation of each <br /> environmental topic. <br /> Task E. Draft EIR <br /> PlaceWorks will incorporate City staff comments on the ADEIR to create the Draft EIR. <br /> PlaceWorks will first submit an electronic copy of a Screencheck Draft EIR for City staff <br /> review. This scope assumes that revisions to the Screencheck Draft EIR will focus on <br /> formatting and editing,not significant changes to the EIR content and analysis. <br /> PlaceWorks will prepare the Public Review Draft EIR based on comments received from <br /> the City on the Screencheck Draft EIR, and will prepare the Notice of Completion. <br /> PlaceWorks will submit up to 25 copies of the Draft EIR,with technical appendices on CD, <br /> as well as an electronic copy for further reproduction by the City. PlaceWorks will also <br /> print 15 copies of the Introduction, Summary, and Project Description and 15 CDs of the <br /> entire document and send them together with the Notice of Completion to the State <br /> Clearinghouse.This scope of work assumes the City will prepare and publish the Notice of <br /> Availability. <br /> Graphics: The Draft EIR will include the same figures as the ADEIR, with any revisions <br /> requested by City staff in their ADEIR comments. <br /> Task F. Public Review <br /> During the CEO,A-required 45-day public review period,Steve Noack will attend a public <br /> hearing with the Planning Commission to present the EIR findings,answer questions,and <br /> note comments received at the hearing.We assume that City staff will schedule hearings, <br /> provide public notice, and prepare staff reports.
