6.3.C. - Page 5 <br /> adequate and appropriate evidentiary basis for the findings and actions set forth <br /> in this Resolution. <br /> Section 2. The City Council finds that: <br /> a. The Agreement was prepared in accordance with all legal <br /> requirements. <br /> b. The City Council has reviewed and analyzed the Agreement <br /> and other information in the entire record and has considered the information <br /> contained therein, including the written and oral comments received at the public <br /> hearing on the Project, prior to acting upon or approving the Project. <br /> c. Based on substantial evidence in the record, the proposed <br /> Project is within the scope of the General Plan. <br /> d. As set forth in CEQA Guidelines sections 15183 and 15332, <br /> the property disposition and the Project are categorically exempt from the <br /> requirements of the California Environmental Quality Act (CEQA) Guidelines. <br /> e. Pursuant to Guidelines section 15091(e), the documents and <br /> other materials that constitute the record of proceedings upon which the City <br /> Council based its decision are located in and may be obtained from, the Office <br /> of the City Clerk at 1017 Middlefield Road, Redwood City California. The City <br /> Clerk is the custodian of records for all matters before the City. <br /> Section 3. The City Council hereby approves the sale of the City Property <br /> pursuant to the terms of the Agreement for Purchase and Sale of Remnant <br /> Properties, attached hereto as Exhibit A and incorporated herein by reference, <br /> and authorizes and directs the City Manager to execute the Agreement for <br /> Purchase and Sale of Remnant Properties, subject to any minor, clarifying and <br /> conforming changes approved by the City Attorney. The City Council further <br /> authorizes the City Manager to take all actions necessary to carry out the <br /> Agreement for Purchase and Sale of Remnant Properties, including execution of <br /> the deed and Holdback Escrow Agreement, and any other documents necessary to <br /> complete the transaction. <br /> Section 4.
