8.B. - Page 2 <br /> As part of the budget-setting process, the City Council identified completion of a <br /> citywide transportation plan as a priority for Fiscal Year 2016/17. On July 21, 2016, the <br /> City distributed a Request for Qualifications (RFQ) to consultants to develop a citywide <br /> transportation plan. As outlined in the RFQ, the City is developing a citywide <br /> transportation plan to improve the quality of life for our residents and the health and <br /> sustainability of our community through improved connections between where people <br /> live, work, and play. <br /> The overarching goals of the planning effort are to: <br /> 1. Assess the existing conditions of the transportation system; <br /> 2. Improve engagement and communication with the community around <br /> transportation issues; and <br /> 3. Develop a detailed implementation plan to monitor and guide transportation <br /> investments <br /> The RFQ was sent by email to nineteen transportation consulting firms and it was <br /> posted on the City's website. A pre-bid meeting on July 26th was attended by six firms. <br /> The City received three statements of qualifications on August 15th. A staff-based <br /> review board ultimately decided to interview all three consultant teams. The three <br /> consultant teams were interviewed by the review board on September 1St <br /> Each statement of qualifications was evaluated according to the criteria listed in the <br /> RFQ — qualifications of the firm and proposed staff, relevant experience, success in <br /> conducting public outreach that maximizes community participation, experience using <br /> innovative approaches to managing growth and mobility, and communication skills. <br /> Following the interviews and the checking of references, the review board identified <br /> Fehr & Peers as the top-ranked consultant. The purpose of this report is to summarize <br /> the content of the proposed scope of work, and request that the public and Council <br /> provide input. The detailed scope of work is attached to this report. Based on this input, <br /> a revised scope of work and consultant contract will be presented to the Council for <br /> review and approval (tentatively scheduled for November 7, 2016). <br /> ANALYSIS <br /> Proposed Scope of Work <br /> After meeting with City staff to discuss the project in more detail, Fehr & Peers <br /> developed a proposed scope of work (attached). The primary tasks are outlined below <br /> with a brief description of each task. The attached scope of work goes into far greater <br /> detail. <br /> • Project Management: Includes actively monitoring the project scope, schedule, <br /> and budget; coordination with the city's project manager and project subconsultants; <br /> and quality assurance and quality control. <br />
