8.B. - Page 3 <br /> • Outreach: (1) Project outreach will include efforts to actively engage the community <br /> in the planning effort and to keep interested members updated on its progress. (2) <br /> Specific outreach strategies include: community workshops, an interactive webmap <br /> for suggesting projects, stakeholder meetings, walking audits, bilingual project <br /> website and social media content and coordination with Redwood City <br /> Conversations to identify up to two transportation or urban design topics for 2017. <br /> • Existing Transportation Conditions: Assess existing supply and demand for all <br /> modes (walking, biking, riding transit, and driving) and networks, including a review <br /> of recent development projects to assess how many trips they are generating <br /> relative to assumptions. This existing conditions report will also summarize <br /> information from numerous recently complete traffic counts and report, as well as <br /> conduct new traffic counts in key areas. This task will also look into patterns of cut- <br /> through traffic in residential neighborhoods. <br /> • Performance Monitoring: Develop performance measures that can be used to <br /> prioritize individual projects and programs and specific metrics for tracking the <br /> performance of the transportation system over time. <br /> • Transportation Engineering Standards and Guidelines: (1) Develop <br /> transportation impact analysis guidelines that reflect the state's proposed change <br /> from level of service (LOS) to vehicle miles traveled (VMT) as the way to identify <br /> traffic impacts under the California Environmental Quality Act (CEQA). (2) High-level <br /> review of current engineering standards with recommendations on where updates <br /> would be appropriate. <br /> • Transportation Demand Management: Incorporate recommendations around the <br /> City's transportation demand management strategy and the potential formation of a <br /> transportation management association. The bulk of the work for this task will be <br /> completed under a grant from the San Mateo City & County Association of <br /> Governments (CCAG) ($49,000 grant approved at the October 13th Board meeting), <br /> and incorporated into the plan. <br /> • Develop Recommended Strategies, Projects & Programs: Compile a list of <br /> projects and programs from previously approved plans and new projects as <br /> identified in community outreach efforts, Complete Streets Advisory Meetings and <br /> Council input. Projects will be ranked according to the selected performance <br /> measures to identify implementation priorities. Detailed cost estimates will not be <br /> included at this stage, but could be completed as part of an update to the <br /> transportation impact fee. <br /> • Plan Development: City Transportation Plan will incorporate the results of the <br /> above tasks into a single document with a standalone executive summary. <br />
