These will
include policies articulated in the above documents and related transportation guidelines /
standards used in the City. This review will be summarized in a technical working paper prepared
by the project team. The working paper will focus on identifying conflicting policies and
documenting existing citywide objectives for each travel mode.
Task C.2: Multimodal Transportation Networks
We will use existing data presented in the City's General Plan, the County Bicycle Network, the on-
going Downtown Transit Center and Broadway Streetcar/Urban Circulator Study, and other City
documents to summarize the City's existing multimodal network. We will develop maps for each
travel mode, including walking, bicycling, transit, and automobiles. If available, we will also collect
data on existing employee shuttle usage within the City.
Task C.3:Automobile Traffic Volumes and Deficiencies
Vehicle travel conditions will be initially assessed based on information presented in previous
studies. Travel conditions will include a summary map of existing volumes, as well as intersections
and corridors with high levels of traffic congestion and/or delay. This will inform locations where
additional data should be collected as part of subsequent tasks, including looking at congested
corridors and residential neighborhoods concerned with cut-through traffic. We assume that the
City will provide traffic volume data from past studies that will be summarized for this task.
Task C.4:Audit Representative, Recent Development Projects
Travel characteristics of existing developments within the downtown and other core employment
areas, will be surveyed to understand how employees and residents travel. We will conduct peak
period trip generation surveys of 3-4 representative projects to understand local person trip
generation rates by mode for recently constructed projects. Surveyed sites may include residential,
commercial, or mixed-use developments. Optionally, we will develop one on-line survey for
employees and one for major residential developments, with the understanding that the City will
help facilitate the outreach to these stakeholders.
