It also is capable of assigning bicycle and pedestrian trips to a model network, <br /> which will allow for more detailed analysis of the benefit to new walking and bicycling network <br /> connections. <br /> This model would incorporate existing roadway and traffic control information, land use data, <br /> origin-destination (O-D) data by mode from the regional travel model, and (optionally) other <br /> available O-D information from Big Data sources; and would be calibrated to replicate the current <br /> transportation system performance and the existing travel patterns. The Visum model would <br /> include freeways, arterial streets, local connector streets, and key local streets. It would also <br /> incorporate transit networks, bike lanes, and sidewalks (if available from the City) along these <br /> corridors within city limits. We will work with the City to develop a cumulative year model to reflect <br /> the approved and planned land use development, as well as currently-planned improvements to <br /> the City's transportation network. The existing and cumulative models will be used in conjunction <br /> with the other tools described in this section to develop priority zones by mode and evaluate <br /> benefits and tradeoffs of the proposed improvements. <br /> Optional Deliverables:Existing and future year mesoscopic travel models and model <br /> development documentation. <br /> Task D.3: Prioritization Criteria and Scoring System for Projects <br /> We will refine prioritization criteria based on a scoring system to be developed in conjunction with <br /> the City and the study's Policy Advisory Committee(if used). Prioritization of performance measures <br /> will be informed by the preferred modal elements discussed in the initial phase of the project, as <br /> well as the effectiveness of each element at improving system performance based on the latest <br /> empirical and analytic research.If appropriate,select criteria may also be assigned weightings based <br /> on their relative contribution to overall transportation performance goals. The scoring system will <br /> take into consideration all modes of transportation and prioritize identified project improvements <br /> based on the type of corridor.It will also consider input received from the outreach process to assist <br /> in identifying projects or programs that have a particularly high level of public support. <br /> The results of the scoring system will be presented in a brief memorandum to be reviewed by the <br /> City prior to proceeding with scoring specific projects or programs. <br /> Deliverables:Draft and Final Existing Prioritization and Scoring System. <br />
