8.B. - Page 21 portation Plan: Scope of Work <br /> October 2016 <br /> Page 16 of 21 <br /> Task F.1 Citywide Transportation Demand Management Strategy <br /> We assume the C/CAG TDM grant will be responsible for developing a Transportation Demand <br /> Management (TDM) strategy that can be used by the City, which may include goals and measures <br /> of effectiveness (MOEs) for a Citywide TDM program as well as rough cost and benefit levels for <br /> each of the potential measures.The purpose of this task will be to list key elements from the C/CAG <br /> effort that would be most appropriate to consider at a citywide level. This list of strategies will be <br /> incorporated into the Citywide Transportation Plan. <br /> Deliverable: Draft Citywide TDM strategy list to be incorporated into overall Citywide <br /> Transportation Plan document <br /> Task F.2 Transportation Management Association (TMA) Formation (Funded through <br /> C/CAG) <br /> This task is assumed to be funded under the C/CAG grant program. The purpose of this task is to <br /> identify needs and actions required for the City to develop a TMA focused on downtown, and <br /> potentially surrounding areas. For the TMA formation specifically, our project team will identify <br /> area-specific and citywide programs that a TMA can promote, administer and manage. This will <br /> include first/last mile strategies; advocacy; marketing; ways to work with regional partners (i.e., <br /> transit agencies, other cities, other TMA's) and other activities.These will build on the outcomes of <br /> the community engagement process and how to increase use of all the alternative modes of <br /> transportation by Redwood City's residents,workers and visitors.It will consider TMA districts within <br /> the City and their respective needs;policies/ordinances needed to support a TMA;goals and discuss <br /> potential barriers and solutions. <br /> A TMA implementation strategy will be developed and will discuss what it takes to establish and <br /> manage a TMA: outlining the process and a recommended 'scope' for a Redwood City TMA both <br /> for the near-term and longer term. <br /> TASK G: DEVELOP PROJECTS & PROGRAMS <br /> The purpose of this task will be to develop a prioritized set of transportation improvements that <br /> the City can use as a guide for designing and constructing projects that will deliver the greatest <br /> degree of benefit to the City. <br />
