The Fehr & Peers team <br /> will prepare a brief white paper describing recommended revisions and additions to the City of <br /> Redwood City Engineering Standards.We will also describe potential new details or treatments that <br /> may provide helpful design guidance not contained within national or state documents. <br /> Deliverable: Brief white paper of potential revisions and additions to Redwood City <br /> Engineering Standards <br /> Task E.2: Develop Transportation Impact Analysis Guidelines <br /> Development of transportation impact analysis guidelines complements Redwood City's General <br /> Plan by establishing a protocol for conducting TIAs based on the current state-of-the-practice in <br /> transportation planning and engineering, and CEQA Case law. The TIA guidelines will be a brief <br /> document but serve to establish protocol for impact studies based on the current state-of-the- <br /> practice for the following: <br /> • Need for an impact analysis <br /> • Impact analysis methods <br /> • CEQA significance criteria and thresholds for Redwood City and other affected agencies <br /> (e.g., San Mateo County and Caltrans), including VMT thresholds <br /> • Guidance on acceptable mitigation measures based on General Plan policies and <br /> transportation impact fee program <br /> • Relevant General Plan policies for transportation impact review <br /> • A VMT monitoring procedure <br /> Deliverable:Draft and Final Transportation Impact Analysis Guidelines <br /> TASK F: TRANSPORTATION DEMAND MANAGEMENT <br /> Activities in this task will emphasize a citywide strategy for managing travel demand. Activities will <br /> be coordinated with a transportation demand management grant the City was recently awarded by <br /> C/CAG.It is assumed that activities under Task F,2 will be funded through the C/CAG TDM grant. <br />
