Citywide Transportation Plan: Scope of Work B.B. - Page 24 <br /> October 2016 <br /> Page 19 of 21 <br /> Task G.4: Prioritize Projects and Programs for Implementation <br /> The purpose of this task will be to rank projects and programs according to the performance <br /> measures developed under Task D. <br /> Ranking and Phasing of Projects <br /> Ranking of projects will be completed as part of this task. Projects will be grouped or categorized <br /> as "packages" of improvements based on discussions with City staff. Each project or package of <br /> projects will be evaluated against the performance measures identified earlier in the planning <br /> process to develop a draft set of ranked transportation projects that will be based on the <br /> infrastructure and operational goals for the transportation system. <br /> Once projects have been ranked, the Fehr & Peers team will make recommendations for projects <br /> that will have the greatest impacts over the next one to five years (immediate action steps) and <br /> over the next 20 years (20-year action plan) in achieving the City's long-term mobility goals. We <br /> will also include a recommended process for updating rankings of projects every 2-3 years. <br /> The following tasks are listed below as Optional Tasks, though they are intended to be efforts that <br /> would be completed as follow up tasks subsequent to adoption of the Citywide Transportation Plan. <br /> Implementation Plan (Optional) <br /> Implementing major changes to street or transit operations in the city may impact other <br /> transportation modes and needs served within the street network. For example, transit or street <br /> operations modifications may affect bicycle lane routing, pedestrian movements, or parking <br /> structure entrance/exit operations, on-street parking, loading zones and other uses of the street <br /> system. Potential impacts and implementation strategies will be identified and considered when <br /> preparing the prioritization action plan. The impact of any changes on the current configuration of <br /> access/egress route to US 101 and I-280 will also be evaluated. <br /> This task could also include a strategy for General Plan amendments and updates to the City code. <br /> While most policies and recommendations in the Citywide Transportation Plan will likely be <br /> consistent with the existing General Plan, select General Plan amendments and code updates may <br /> be needed. This task would summarize any General Plan and City Code amendments that will be <br /> required as part of adoption of the Citywide Transportation Plan. Potential elements or <br /> amendments could include: <br /> • Revisions to City street functional classifications and typologies <br />
