EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />Scone Adiustments That Require Budact Increases <br />Consultant shall direct Hexagon to complete the tasks set forth below: <br />I. Middav Weekend Data Collection: Hexagon will analyze traffic conditions during the <br />midday on weekends. The City's data indicates that the peak traffic volumes near the park <br />are between 11:00 AM and 2:00 PM on Saturdays and Sundays. Hexagon proposes to <br />complete traffic counts at all eight study intersections (including Madison/Myrtle) between <br />11:00 AM and 2:00 PM on a Saturday and a Sunday. <br />2. Middav Weekend Level of Service Analysis: Level of service analysis will be completed for <br />all study intersections for the Saturday and Sunday midday peak hours for all scenarios: <br />existing, existing plus project, background, background plus project, cumulative (no project), <br />and cumulative plus project. <br />3. Additional Studv Intersection: The City has requested that Hexagon add the intersection of <br />Madison Avenue and Myrtle Street to the list of study intersections. Although traffic counts <br />were conducted at the intersection on Wednesday, August 10, 2016 for another traffic study, <br />schools were not in session on that date. Hexagon will complete new AM and PM peak hour <br />weekday counts at that intersection and will adjust the trip distribution and assignment as <br />requested by the City in order to include that intersection. This intersection will also receive <br />weekend counts as part of Task I described above. <br />4. Parkine Analvsis: The City has requested that Hexagon include an analysis of existing <br />parking demand. Hexagon will complete parking counts at the YMCA on Hudson Street and <br />in the park areas that surround the existing Veterans Memorial Senior Center (on and <br />adjacent to the loop formed by St. Francis Street, Vera Avenue, and Nevada Street around the <br />senior center building). Hexagon will complete parking counts on both a weekday and a <br />Saturday at both locations, since Saturday may exhibit higher parking demand than weekdays <br />during some hours. Based on the driveway counts already completed at both sites, parking <br />surveys would be performed from 8:00 AM to 7:00 PM at the YMCA and from 9:00 AM to <br />6:00 PM at the Senior Center/Red Morton Park. Consistent with the City's proposed revision <br />to our trip generation estimates, Hexagon will assume that additional parking demand at the <br />joint Senior Center/YMCA facility will be due to YMCA patrons, since 93.5 percent of the <br />project's increased square footage is attributable to the YMCA. <br />5. TDM Plan (Optional Task): City staff has noted that the project may be required to prepare a <br />TDM Plan under C/CAG's requirements. Hexagon will revise its trip generation, <br />distribution, and assignment based on the City's comments and request the City's review and <br />approval.
