5. Additional Study Intersections: Hexagon will analyze the following five additional
intersections:
• Valota Road/ Vera Avenue
• Valota Road Driveway
• Roosevelt Avenue/ King Street
• Hudson Street/ Madison Avenue
• Roosevelt Avenue/ Hudson Street
Traffic counts for all of the above added intersections, except the intersection at
Hudson Street and Madison Avenue, were completed in June 2018 (see Task 4).
Therefore, new weekday and weekend counts would only be needed for the
intersection at Hudson Street and Madison Avenue.
6. Update lists of projects for Background and Cumulative Scenarios: Hexagon will
coordinate with Redwood City staff to update the list of approved projects for
developing the Background Scenario and the list of pending projects for
developing the Cumulative Scenario.
7. Re -Analyze All Study Scenarios: all study intersections (13 total including the five
additional intersections requested) for the weekday, Saturday and Sunday
midday peak hours for all scenarios: existing, existing plus project, background,
background plus project, cumulative (no project), and cumulative plus project.
8. Re -Analyze Site Access, On-site Circulation and Parking: A review of the new
project site plan will be completed to determine the overall adequacy of the site
access and on-site circulation in accordance with generally accepted traffic
engineering standards and to identify any access or circulation issues that should
be improved. Parking will be evaluated relative to the Redwood City Parking
Code with the removal of the parking garage.
9. Revise Signal Warrant Analysis: Hexagon will re-evaluate the all -way stop
intersections to determine the need for future signalization using the Peak hour
Warrant of the CA MUTCD. The warrant will be evaluated using peak -hour
volumes for all study scenarios.
10. Re -Evaluate Traffic Impacts and Recommendations: Based on the results of the
revised intersection level of service, and bicycle and pedestrian facility review,
Hexagon will identify any significant impacts or operational deficiencies due to
the new project description. Recommendations will be provided that identify the
locations and the types of improvements or modifications necessary to improve
operations.
