C. Ouaii _f-v~g Criteria for North County Homeless Shelter <br /> 1. The program participants shall meet HUD guidelines for very low and low income <br /> households. <br /> 2. It is expex~ed that residents of Redwood City will u~lize approximately 2.9% of the <br /> program slots available during the operating period of the shelter, anticipated to be <br /> November through April each year. This percentage is based on the p~rcentage of the <br /> total project cost being provided by the City and may be adjusted if the project cost should <br /> vary significantly from the estimated cost of $1,800,000. This Agreement is not intended <br /> to set aside a guaranteed number of slots for residents of Redwcod City. <br /> <br /> 1. County shall provide City with regular status reports on the progress of the project. The <br /> timing of such reports shall be no less than quarterly and may be more oi~en to coincide <br /> with requests for funds. <br /> 2. County, through its contracted service provider, shall provide City with demographic and <br /> income information on recipients of services, especially of those residing in Redwood <br /> City. <br /> <br /> Compensation and Payment <br /> 1, Total compensation and reimbursement of County by City shall not exceed $53,400 or <br /> 2.9% oftbe total project cost, which~er is lower. The estimated project cost is <br /> $1,800,000. Method of payment shall be direct .reimbursement. The request shall be <br /> signed by the County's authorized agent. All billings shall be certified for payment by the <br /> City by the City's Housing Coordinator. Iftbe City's Hous'mg Coordinator objects to the <br /> amount of billings or adequacy of the docmnentation, City shall state the specific nature of <br /> its objections to County's request in writing. City sha~ specify what actions or changes <br /> are necessary to make the request acceptable. County shall respond to City within 15 days <br /> of such objections. The parties to this contract shall confer to resolve such objections at <br /> the request of'the other parties. <br /> 2. Requests for reimbursement shall include copies ofinvoices, vouchers, receipts and other <br /> documentation supporting the requested reimbursement. The County shall pay for ail <br /> work completed and then submit requests for reimbursement. County shall be responsible <br /> for all project costs exceeding the funds provided herein. <br /> 3. Project reimbursable shall be limited to actual third party expenses incurred for <br /> architectural design and engineering and actual construction costs. No payments shall be <br /> made of County stafftime, <br /> 4. Upon project completion~ County shall provide to City a full accounting of all <br /> expenditures related to the project. <br /> <br /> Effective Period <br /> Services shall commence on July l, 2000 and shall terminate June 30, 2001. This term is <br /> specific to the design and construction of the shelter which shall be operated for a period of <br /> ten (10) years. <br /> <br /> <br />
