G Reversion 0fAssets <br />-- In the event that County ceases to use any assets acquired or constructed with these funds, <br /> which were required to cany out the purpose of this Contract prior to the end of the ten year <br /> period specified above, the County shall repay to the City its promta share of the fair market <br /> value of such assets. The City's prorata share shall be computed by dividing the City's total <br /> contribution by the Total project cost. <br /> <br /> H Financial Management and Recording, Systems <br /> The County shall comply with OMB Circular A-87, "Principles for Determining Costs <br /> Applicable to Grants and Contracts with State, Local and Federally-Recognized Indian Tribal <br /> Governments," and the sections of 24 CFR 85, "Uniform Administrative Requirements for <br /> Grants and Cooperative Agreements to State and Local Governments," specified at 24 CFR <br /> 570.502(a). All Contractors shall comply with the applicable provisions under OMB Circular <br /> A-133, "Audits of States, Local Governments, and Non-profit Organizations." <br /> <br /> I Lead Based Paint <br /> In accordance with 24 CFR Part 570.608, the County shall be prohibited from using lead- <br /> based paint in residential structures rehabilitated with Community Development Block Grant <br /> funds. Lead-based paint is any paint comalning more than five-tenths of one percent lead by <br /> weight in the total non-volatile coment of liquid paints or in the dried film of paint already <br /> applied. <br /> <br /> J.. Other Program Requirements <br /> The County shall carry out the Program in compliance with all federal laws and regulations as <br /> described in 24 CFR Part 570.600, Subpart K, except the following which are the City's <br /> responsibilities: <br /> 1) Section 570.604 - environmental review responsibilities; (except as described in Part 11 <br /> B. 3.b and e); <br /> 2) Section 570.612 - review procedures of Executive Order 12372. <br /> <br /> G. Program Income <br /> In the event that the County earns any program income, it shall comply with the requirements <br /> set forth in 24 CFR Part 570.504, Subpart J. <br /> <br /> H. Conflict of Interest <br /> No directors, officers, employees, or agents of the County, no firms and no other officials <br /> who exercise any function or responsibility with respect to this Program during their tenures, <br /> or for one year therea~er, shall have any interest, direct or indirect, in the Program or the <br /> proceeds thereof. <br /> <br /> I. Lobbying Prohibited <br /> Community Development Block Grant funds shall not be used by the County for publicity or <br /> propaganda purposes designed to support or defeat legislation pending before federal, state <br /> or local government. <br /> <br /> <br />
