<br /> EXHIBIT A : SCOPE OF WORK AND COSTS
<br /> ■ Geology, Soils, and Seismicity. PlaceWorks will provide an overview of current
<br /> geologic/soil conditions at the project site and evaluate the potential for this
<br /> proposed project to result in significant direct and/or indirect environmental impacts
<br /> related to geology and soils. The chapter will describe the regulatory framework
<br /> existing conditions, relevant standards of significance, potential impacts, and where
<br /> appropriate, mitigation measures. A variety of data sources will be employed,
<br /> including geologic and soil maps, investigations, and studies published by the
<br /> California Geological Survey, the U.S. Geological Survey, and the U.S. Department of
<br /> Agriculture's Natural Resources Conservation Service (formerly the Soil Conservation
<br /> Service), available geotechnical studies for the project site or for nearby parts of
<br /> Redwood City, and seismic and geologic hazard maps and studies prepared by the
<br /> California Geologic Survey, the California Office of Emergency Services, and the
<br /> Northern California Earthquake Data Center. This section of the EIR will be prepared
<br /> by PlaceWorks' in-house geologist, who is a State-licensed geologist with more than
<br /> 30 years of relevant experience.
<br /> ■ Hazards and Hazardous Materials. This section of the EIR will describe hazards and
<br /> hazardous materials that exist in the project site area and evaluate the potential for
<br /> the proposed project to result in hazardous conditions. The evaluation specifically
<br /> will look at environmental hazards associated with hazardous materials, hazardous
<br /> waste disposal, airport safety, emergency preparedness, and wildland fire. The
<br /> Hazards and Hazardous Materials section will include a search of government
<br /> databases within the project site area of properties that use, store, or transport
<br /> hazards waste or hazardous materials. Recognized environmental concerns will be
<br /> evaluated and addressed, along with other past site activities, proposed construction
<br /> and development activities, the presence/absence and significance of hazardous
<br /> waste risks, and recommendations for remediation measures, as appropriate.
<br /> ■ Hydrology and Water Quality. The hydrology and water quality section of the EIR will
<br /> identify and evaluate issues relating to surface and groundwater hydrology, site
<br /> drainage, storm water pollution prevention during construction and operation, and
<br /> best management practices (BMPs). The section will be prepared in accordance with
<br /> Redwood City's Storm Water Management and Discharge Control Program, as
<br /> specified in Chapter 27A of the Municipal Code, and the San Mateo County Water
<br /> Pollution Prevention Program's (SMCWPPP's) C.3 provisions, which implement the
<br /> requirements of the NPDES permit. Other federal, State, local, and regional
<br /> programs and regulations that are applicable to the project also will be included. The
<br /> section will also include the hydrologic setting, regional and local drainage
<br /> conditions, issues pertaining to flooding, dam inundation, and sea level rise, and the
<br /> potential for tsunamis, seiches, and/or mudslides. The section will conclude with a
<br /> discussion of the potential water impacts attributable to the proposed project,
<br /> based on applicable significance criteria.
<br /> Because the project will create and/or replace more than 10,000 square feet of
<br /> impervious surfaces, stormwater treatment measures will be required. The applicant
<br /> has prepared preliminary design drawings with a grading plan and preliminary
<br /> stormwater treatment plan, which will be incorporated into the EIR hydrology
<br /> section. The documentation of other BMPs, including source control, site design, and
<br /> Low Impact Development (LID) measures, will also be described. The section will be
<br /> prepared under the direction of a Registered Engineer in the State of California.
