CITY OF REDWOOD CITY BROADWAY PLAZA MIXED - USE PROJECT DR EXHIBIT A : SCOPE OF WORK AND COSTS • Air Quality and Greenhouse Gas Emissions. PlaceWorks will evaluate air quality and GHG impacts for construction and operational activities associated with the proposed Project. The air quality analysis will be based on the current methodology of the Bay Area Air Quality Management District (BAAQMD) for projects in the San Francisco Bay Area Air Basin (SFBAAB) using BAAQMD's most recently approved computer model, California Emissions Estimator Model (CaIEEMod). • Construction Phase. PlaceWorks will estimate short-term emissions generated from construction activities based on the construction schedule, duration of individual construction subphases, preliminary list of construction equipment for each construction subphase, an estimate of demolition debris, and an estimate of soil import/export, as provided by the project applicant and/or City. A Health Risk Assessment (HRA) for construction activities will be prepared to evaluate the concentration of toxic air contaminants and PM2.5 generated at the nearest off- site sensitive receptor. Dispersion modeling will be performed using a BAAQMD- accepted computer-based model (e.g. ISCST3/AERMOD). Cancer and toxicity data published by Cal-EPA will be used to estimate long-term and short-term (acute) health risks for offsite sensitive receptors. Air quality-related construction impacts will be compared to the applicable BAAQMD regional significance thresholds. Mitigation measures will be recommended to reduce short-term construction impacts, as necessary. • Operational Phase. The existing retail uses on the project site generate emissions from transportation sources, area sources (e.g., landscaping fuel, architectural coatings, consumer products), and energy sources (e.g., natural gas, electricity), and indirectly from water use, wastewater generation, and solid waste generation. The proposed project would result in an increase in these sources of emissions from new residential, office, and retail land uses. Operational phase air quality and GHG emissions will be compared to BAAQMD's significance thresholds. PlaceWorks will discuss consistency with BAAQMD's air quality management plan to attain the National and California Ambient Air Quality Standards (AAQS). PlaceWorks will qualitatively describe CO hotspots and odor impacts. For GHG emissions, a consistency analysis with applicable GHG reduction plans will include Redwood City's Climate Action Plan, the California Air Resources Board's (CARB) Scoping Plan for statewide GHG reduction goals of Assembly Bill (AB) 32, and the Association of Bay Area Government's/Metropolitan Transportation Commission's Sustainable Communities Strategy (Plan Bay Area) for the regional GHG reduction goals of Senate Bill (SB) 375. a Biological Resources. It appears that biological resources do not pose a significant constraint to redevelopment of the site. PlaceWorks will collect and review existing information on biotic resources in the project site vicinity. The regulatory framework for biological resources will address federal, State, and local plans, laws, and regulations, including the Endangered Species Acts and the Clean Water Act. As appropriate, mitigation will be recommended. • Cultural Resources. PlaceWorks will evaluate the potential for cultural resources, including historical, archaeological, and paleontological resources, unique geologic features as well as for human remains on the project site.
