CITY OF REDWOOD CITY <br /> BROADWAY PLAZA MIXED - USE PROJECT EIR <br /> EXHIBIT A : SCOPE OF WORK AND COSTS <br /> PlaceWorks can provide an efficient work scope by preparing a robust Initial Study at the <br /> outset of the project. Doing so would allow for the preparation of a Focused EIR that <br /> would focus only on the environmental issues where significant impacts would occur. <br /> After the kick-off meeting, we will visit and photograph the project site paying particular <br /> attention to features and issues identified at the kick-off meeting. We will also prepare a <br /> memo outlining data needs to complete the environmental review described below. <br /> 2. Project Description <br /> PlaceWorks will prepare a detailed project description for the proposed project using <br /> graphics and textual information available from the project applicant as well as maps and <br /> tables prepared by PlaceWorks. <br /> Graphics: Regional and local vicinity maps, existing General Plan and zoning maps, <br /> proposed plans (e.g. site plans, grading plan, landscaping plan) <br /> 3. Notice of Preparation and Scoping Meeting <br /> PlaceWorks will prepare a Notice of Preparation (NOP) of an EIR pursuant to CEQA <br /> Section 15082, and distribute it to the State Clearinghouse. In addition, PlaceWorks will <br /> prepare a presentation for and Steve Noack of PlaceWorks will attend a scoping meeting. <br /> This scope assumes the scoping meeting will occur at a regularly-scheduled Planning <br /> Commission or City Council meeting, and that City staff will be responsible for outreach. <br /> Graphics: Regional and local vicinity maps, proposed site plan <br /> 4. Staff Meetings <br /> This scope of work includes up to five periodic meetings (conference calls) with City staff <br /> to discuss key issues at key milestones in the project. It is proposed that these meetings <br /> occur during preparation of the Administrative Draft EIR (ADEIR), during City staffs <br /> review of the ADEIR, and following the close of the comment period, and in preparation <br /> for public hearings. Steve Noack and Kyle Simpson of PlaceWorks will attend all meetings <br /> with City staff. <br /> Task B. Environmental Review <br /> PlaceWorks will prepare an EIR that focuses on CEQA resource categories where <br /> substantial evidence of a potentially significant environmental impact exists, while <br /> "scoping out" environmental issues on which it can be seen with certainty that the <br /> project would have no significant negative impact on the basis of existing documentation <br /> and regulation. We believe the following topic areas can be scoped out: Agricultural and <br /> Forestry Resources, Mineral Resources, and some of the Biological Resources questions. <br /> • Aesthetics and Visual Resources. PlaceWorks will evaluate any potential adverse <br /> impacts on scenic vistas, possible damage to scenic resources, or any degradation to <br /> existing visual character.
