consideration. A call up is not an appeal and does not require that a Councilmember <br /> be aggrieved or object to a particular decision. A call up is intended to allow <br /> elevated consideration of decisions that would benefit from additional review, <br /> transparency or public participation. <br /> B. Requesting a Call Up. Any two City Councilmembers may request that any <br /> appealable decision of a lower decision making body be called up for review by a <br /> higher decision making body within 15 days of the date of action. The call up shall <br /> be submitted in writing by each interested Councilmember by completing a form <br /> prepared by the City and submitting it to the City Clerk. No fee shall be required. <br /> C. Call Up Authority. Decisions by the Zoning Administrator, Planning Manager, <br /> Director, or Subdivision Committee may be called up to the Planning Commission or <br /> City Council. <br /> D. Call Up Hearing. If a call up is requested,there shall be a presumption that the <br /> reason for the review is that the action would benefit from additional review, <br /> transparency or public participation. No inference of bias shall be made or implied <br /> due to such a request for review being filed by City Councilmembers. The call up <br /> shall be processed and heard de novo by the reviewing body in accordance with <br /> Chapter 1,Article III of the Redwood City Municipal Code. A call up stays all actions <br /> and rights on the matter being called up unless it is determined and certified by the <br /> original review authority that a stay would cause imminent peril to life and <br /> property. <br /> E. Decision. Matters called up shall be heard within 90 days. The reviewing body shall <br /> make a decision on the call up in the manner specified in Section 41.6. The decision <br /> of the reviewing body shall be final,unless appealed or called up to a higher body as <br /> provided for in this Article. <br /> F. Multiple Actions. If a project has multiple permit decisions, a call up of any permit <br /> decision shall be considered a call up of all of the associated decisions for the <br /> project. For a project requiring an environmental determination,that determination <br /> shall also be considered by the review authority considering the call up. In the event <br /> an appeal is filed as well as a call up on the same project,the matters shall be <br /> consolidated and acted upon in compliance with this Article. <br /> G. Finality.A decision by the Planning Commission on a call up shall become final 15 <br /> days after the date of the decision unless called up by the City Council. A decision of <br /> the City Council becomes final on the date of the decision. Following a final decision <br /> on a call up, reapplication will be governed by Section 41.12. <br /> H. Concurrent Hearings. An appeal and call up maybe concurrently heard by the <br /> reviewing body. <br /> 41.9 Permit Expiration and Extension <br /> A.
