REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 7, 2016 <br />SUBJECT <br />Citywide Transportation Plan <br /> <br />RECOMMENDATION <br />By motion, approve, and authorize City Manager to execute, the professional services <br />agreement with Fehr & Peers for transportation planning and engineering services <br />related to the Citywide Transportation Plan in the amount of $500,000 and authorize the <br />City Manager to increase the agreement amount, if necessary, up to 10% not to exceed <br />$550,000 <br /> <br />BACKGROUND <br />At the February 8, 2016 Managing Growth Study Session, the Council directed staff to <br />move forward with the several strategies to help better manage economic growth. A key <br />strategy was the development of a comprehensive citywide transportation plan which <br />was included in the Fiscal Year 2016/17 budget. <br /> <br />The overarching goals of the citywide transportation plan are to: <br /> <br />1. Assess existing conditions of the transportation system; <br />2. Improve engagement and communication with the community around <br />transportation issues; and <br />3. Develop a detailed implementation plan to monitor and guide transportation <br />investments <br /> <br />On July 21, 2016, the City distributed a Request for Qualifications (RFQ) to consultants <br />to develop a citywide transportation plan and received three statements of qualifications <br />in response. A staff-based review board interviewed all three consultant teams. <br />Following the scoring, interviews and the checking of references, the review board <br />identified Fehr & Peers as the top-ranked consultant. <br /> <br />City staff met with Fehr & Peers to discuss the project, after which they developed a <br />proposed scope of work that was presented to the City Council at its October 17th <br />meeting. The staff report from the October 17th meeting, which includes additional <br />background information and a summary of the originally proposed scope of work, is <br />attached to this report. A summary of Council comments at that meeting, as well as <br />changes that were made to the proposed scope of work based on Council direction, are <br />detailed in the analysis section below. <br /> <br />6.1.B. - Page 1
