ANALYSIS <br />The City Council provided the following input on the proposed scope of work at the <br />October 17th City Council meeting: <br /> <br />· Support for the Council Communications Subcommittee to provide input on the <br />project’s outreach plan <br />· Support for a policy advisory group with membership expanded beyond Planning <br />Commission, Complete Streets Advisory Committee, Planning Commission, and <br />Senior Affairs Commission – such as youth (elementary through college), <br />seniors, people with disabilities, neighborhood associations, policy experts <br />· Coordination with the Redwood City School District, Sequoia Union High School <br />District and Canada College <br />· Clearly define expected outcomes from the plan <br />· Incorporate information on and the role of the regional economy on the local <br />transportation system <br />· Explore the potential changing role of streets due to cut through traffic <br />· Include shuttles, ferries, and transportation network companies (e.g. Uber, Lyft, <br />Zuum) <br />· Include projects to increase pedestrian safety – such as lighted crosswalks and <br />High-Intensity Activated crossWalK (HAWK) beacons <br />· Ensure that the work is coordinate with and leverages the work of other ongoing <br />planning efforts such as the Grand Boulevard Initiative, El Camino Real Corridor <br />Plan, Downtown Transit Center and Streetcar Feasibility Study <br /> <br />Using the City Council’s guidance, staff completed negotiations with Fehr & Peers on <br />the scope, schedule, and budget which are reflected in the attached professional <br />services contract. <br /> <br />Modifications were made to the project tasks, reflecting Council input (above) and <br />additional discussions with the consulting team. Some highlights of these changes are: <br /> <br />· Outreach: Identified the proposed components of the outreach (e.g. community <br />meetings, interactive webmap, policy advisory group, and stakeholder outreach) <br />while allowing flexibility to modify the details based on future discussions with the <br />Council Communications Subcommittee. Outreach and coordination with to the <br />school districts is also included. <br /> <br />· Existing Conditions: Will include all transportation modes and an assessment of <br />trip-making by new development projects as compared to plan assumptions. <br /> <br />· Develop Recommended Strategies, Projects & Programs: Key deliverables of <br />the plan will be a prioritized list of projects and programs that can be used to inform <br />6.1.B. - Page 2
