· Increase in e-bikes makes biking on this corridor accessible to more people, <br />· Easier and safer to turn with the center turn lane, <br />· Additional delay/inconvenience during the morning and evening commute is <br />worth the increase in safety, <br />· Seeing more people walking and biking, which is building community, <br />· Feel safer riding a bike and crossing the street, <br />· Appreciate the buffer between parked and moving cars, and <br />· Design has slowed speeders down. <br /> <br />Staff Recommendation <br /> <br />Given that the community and City Council identified safety as the top priority for the <br />project, our first responders have not been negatively impacted by the project, and that <br />the evaluation data shows a demonstrable reduction in vehicle speeds, staff <br />recommends making the pilot configuration permanent with potential changes to the <br />areas noted below. Redwood City Police confirmed support for the recommendation to <br />make the project permanent. Because the roadway configuration is largely <br />accomplished with striping (no changes to curb lines), it could be modified in the future <br />in response to changing travel patterns or community priorities. <br /> <br />In addition to making the pilot permanent, staff is also recommending the following: <br /> <br />· Adjusting the signal timing to reduce backups on McGarvey, <br />· Adjusting the design where the lane configuration changes to minimize any <br />confusion, and <br />· Considering changes to traffic control at the Emerald Hill Road/Farm Hill <br />Boulevard intersection as part of the Citywide Transportation Plan. <br /> <br /> <br />ALTERNATIVES <br />The City Council could direct staff to: <br />· Return the street to its original configuration, or <br />· Extend the pilot for a specific amount of time in order to collect additional data, or <br />· Recommend that staff consider other roadway adjustments. <br /> <br />FISCAL IMPACT <br />The cost to resurface the corridor with a slurry seal and to make the roadway striping <br />permanent is estimated at $300,000. Adding new traffic signals or traffic control devices <br />would increase the project cost and require more funding. <br /> <br />ENVIRONMENTAL REVIEW <br />The City of Redwood City has determined that the Farm Hill Boulevard Street <br />Improvement Project is categorically exempt from CEQA under Section 15301 because <br />the project is a minor alteration to an existing roadway. <br />. <br /> <br />8.A. - Page 10
