<br />Comparison <br />Two “post” dates were included in this analysis: <br /> July 2016: one year after the pre data was collected, but during the summer, and <br /> September 2016: which reflects conditions during the school year. <br /> <br />The most notable comparisons between July 2015 and July 2016 were that average and <br />maximum travel times were roughly the same or lower in July 2016, reflecting the benefit of <br />improved signal timing and that conditions during the summer are not very congested. <br /> <br />Average travel times don’t always reflect the conditions that drivers experience during the <br />‘peak of the peak’ – or the worst of the commute. For this reason, we also included the <br />maximum travel times. The most notable changes between July 2015 and September 2016 <br />were in the maximum travel times during the morning peak. In September 2016, the maximum <br />travel time in the morning peak was 1 minute and 33 seconds higher going towards Downtown <br />and 3 minutes and 42 seconds higher going towards I‐280. These increases in maximum travel <br />times would be noticeable for drivers on the corridor. <br /> <br />Conclusions <br />Based on the travel time data collected, the biggest change to travel times between July 2015 <br />and September 2016 has been on the maximum travel times during the morning commute. This <br />increase reflects both the changes to the roadway configuration as well as increases in traffic <br />volumes (due to seasonal variation between summer and school year volumes and overall <br />growth in traffic volumes) during this time period. <br />8.A. - Page 48
