You suggested I call RCPD traffic enforcement division. They
referred me back to you, so I am copying them on this message. Since little has been done
during the pilot to remedy the situation, and in light of your suggestion below to make the
pilot permanent, I am also copying the city council. Unfortunately, I wasn't able to make the
10/5 Complete Streets Advisory Committee meeting, so I'm including my feedback below:
As you are well aware, one of the main purposes of AB 1358 ("Complete Streets Act of
2008") is to improve the safety of all users of a street--including pedestrians. There are two
major issues that make the intersection of McGarvey and Farm Hill dangerous to
pedestrians. I sincerely hope that you keep them in mind when making further adjustments
to plan. They are:
1.Drivers on McGarvey planning to turn left onto Farm Hill seem to have one thing in mind:
get up as much momentum as possible before hitting that extremely steep hill on Farm Hill.
To use a cliche, they "put the pedal to the metal"--pedestrian safety and speed limit be
damned. Your solution was a "painted island" for the duration of the pilot to encourage cars
to make that turn more safely. This has done nothing to help the situation. Here is a video I
took today about noon over the course of four minutes:
https://www.dropbox.com/s/f5d0hqxyfdvk423/2016-10-18%2019.08.52.mp4?dl=0 As you
can see, only two or three cars actually went around the island--and one of those was
pulling over for an emergency vehicle. As the video shows, the painted island has done
nothing to make that intersection safer. I asked if it was possible to create a raised
island like the one at the corner of Brewster and El Camino. You said that wasn't possible
because there is a private driveway "complicating matters." Whether it was true or not, I
was left with the impression that the city couldn't or wouldn't consider any other remedy to
8.A. - Page 50
