4. WRITTEN COMMUNICATIONS

Paul Klass, 9 Woodhill Drive, Redwood City, spoke to the Council regarding the
poor condition of the fields in Redwood City available for youth sports
programs, especially little league baseball. Mr. Klass asked Council to
take a leadership role and establish a task force to initiate a cooperative
effort involving the Parks and Recreation Department, schools and sports
groups to improve Redwood City playing fields. (\0\-05)

Gerry Letziring, 752 Sapphire, Redwood City, addressed the Council regarding
the use of reclaimed water on playing fields rather than medians; suggested
the same enthusiasm for the 4gers when they were here should be generated for
our youth in sports; described past joint projects with Parks Department; and
asked Council to be aggressive in their approach to resolving this very
important issue through cooperative efforts.

Mayor La Berge reiterated the City's commitment to all the children in Redwood
City and described the joint meeting just held with the Board of Education on
February 4, 1991 to discuss how the City can do even more. Mayor La Berge
invited Mr. Klass and Mr. Letziring and all other children's advocates to
participate in the planned forum "Investing in our Children" to be held this
Fall.

MEMO 2/12/91

Councilman Claire described the history of Mitchell Field, temporarily used by
the 4gers for their year-round camp, and the commitments made by earlier
Councils to improve playing fields and return Mitchell to playing condition
for youth sports.

Councilmen Murray and Stangel provided information on the $750,000 in the
current budget which includes improvements to Mitchell and Kiwanis Fields;
impact of continued drought; progress and concerns regarding use of reclaimed
water; and maintenance requirements of all the parks in the City.

Parks, Recreation and Community Services Director Griffiths presented a
progress report on planned improvements for Mitchell and Kiwanis Fields and
the possible use of Stage 3 reclaimed water on Redwood City Parks.

In response to Councilwoman Buchan's questions, Mr. Letziring advised the
sports groups had not addressed the Board of Education yet, and had come to
Council first asking for leadership and offering help.

CONSENSUS: It was determined by Mayor La Berge that it was the consensus of
the Council to establish a task force to address the issue of joint efforts to
improve the Redwood City playing fields for youth sports.

Council Members Claire, Buchan and Murray volunteered to serve on the task
force and Mayor La Berge appointed Director Griffiths as coordinator.

Reg.
