PUBLIC HEARINGS <br /> <br />PUBLIC HEARING - Appeal of Zoning Administrator's decision to approve a <br />Planned Development Amendment to construct a first and second story addition <br />to an existing single family dwelling, Lisa and Michael Burwell, appellants. <br />(-:203-1°) <br />LOCATION: 377 Quay Lane; being Lot 35; Dolphin subdivision #2; APN <br />095-080-400; R-2 (Residential - Duplex) District. <br /> <br />Affidavit of Notice of Publication on file in City Clerk Department. <br /> <br />Report: <br /> <br />Planning Director, January 28, 1991 <br /> <br />Director Patterson presented the staff report and described this unusual <br />planned development of two blocks which does not have a traditional homeowners <br />association; does not have a governing board for control of exterior <br />improvements; and many architectural changes have been approved in the past. <br /> <br />Mayor La Berge declared the public hearing open at 8:12 p.m. <br /> <br />Michael Burwell, 375 Quay Lane, Redwood City, presented a handout to the <br />Council, Exhibit A, and described the loss of sunlight; the proposed extended <br />stucco wall as an eyesore; construction of the proposed addition will pose a <br />hazard to his property; and use of the storm drain maintenance easement on his <br />property for construction purposes is improper. Mr. Burwell stated the public <br />hearing process was also improperly held. Additionally, Mr. Burwell advised <br />he suggested a change in materials and a 3-5 foot setback, but these changes <br />were not accepted. <br /> <br />Michael Schafer, 617 Veterans Blvd., Redwood City, the design manager for the <br />subject property, 377 Quay Lane, advised that he and the owners of the <br />property, the Sorianos, had met with Mr. Burwell and made changes to the <br />original plans that he suggested; the Sorianos have followed correct <br />procedures and have had their plans signed off three separate times, and are <br />willing to change materials but hoped to move forward at this time. <br /> <br />In response to Council questions, Planning Director Patterson advised he, <br />as the Zoning Administrator, approved the Soriano's permit and he stated <br />he wanted to look at the entire area before making his decision. It was Mr. <br />Patterson's opinion that none of the additions should have been allowed, but, <br />at this point, there was no way to return the neighborhood to its original <br />state, and the Sorianos were asking for the same type of addition that had <br />been granted to others and the proposed addition was in line with the <br />ordinance and the character of the development as it is today. <br /> <br />Minute Book No. 50 <br />Page No. 173 <br /> <br />Reg.
