<br />Sam Nash, Nolte and Associates, presented "broad brush" design plans <br />and alternatives for grade separations at Jefferson Avenue, Brewster <br />Avenue and/or Whipple Avenue and John Guilhemet provided information <br />regarding funding. <br /> <br />Council questions focused on short and long term traffic and construction <br />impacts; above grade and below grade track placement alternatives; <br />impacts on businesses and other properties; physical and psychological <br />barriers; cost and financing; and aesthetics. <br /> <br />Sam Nash described sequence of design presentations, Council updates, and <br />public input in Phases I, II and III. <br /> <br />CONSENSUS: It was determined by Mayor La Berge that it was the consensus <br />of the Council to advise staff and consultants to eliminate Alternative B <br />(changing Hopkins and Whipple into one-way streets) from consideration as <br />this alternative is unacceptable. <br /> <br />MEMO 3/5/91 <br /> <br />------------------------------------------------------------------------------- <br /> <br />Mayor La Berge declared a recess at 9:25 p.m. <br />Meeting reconvened at 9:30 p.m. <br /> <br />-------------------------------------------------------------------------------- <br /> <br />b. Marina Redevelopment Project Area status <br /> <br />Redevelopment Agency Director Church presented a report on the status of <br />the Marina Redevelopment Project Area including: the marina; the <br />proposed Blomquist extension; Maple Street connection to 101; the new <br />police facilities; uses of City land; location of wetlands; and the <br />property owned by Lone Star. In response to Council questions, City <br />Manager Smith and Director Church discussed current and past proposals <br />for the area; other land use options; marina lease and revenues to City; <br />possible illegal moorings; dredging; and the request for policy direction <br />from Council in the near future. <br /> <br />Ralph Nobles, Planning Commissioner, advised the South Bay Boatworks on <br />the Lone Star property is the only "haul out" company in the southern San <br />Francisco Bay. <br /> <br />-------------------------------------------------------------------------------- <br /> <br />c.
