<br />Councilman Murray expressed concern regarding the lack of a specific <br />proposal to consider at a public hearing; expressed dismay at tone of mailer <br />sent to water users to gather census data advising minimum allocation will <br />be assigned if census not returned within 10 days; suggested percentage <br />banking formula; expressed need for good public relations; and reiterated <br />request for identification of water abusers. Councilman Murray advised that <br />businesses in Redwood City receive more water than residences as their water <br />use is consistent throughout the year, and they have been getting a good <br />deal; if per capita use for residences chosen then per capita use for <br />businesses should apply. Also requested information regarding business <br />water use, using number of employees as basis, to give a general figure. <br /> <br />MEMO 3/26/91 <br /> <br />Water Committee members responded to questions and comments advising the <br />committee issued a report with open-ended questions to generate discussion; <br />census data is needed to support per capita allocation if Council chooses <br />that method of water conservation; and need to set public hearing date. <br /> <br />Councilwoman Buchan requested additional information on more alternatives <br />such as California Water Service program and legal ramifications of a <br />building moratorium before April 15, 1991 public hearing. Also, impact of <br />allowing parks to dry up and problems with summer recreation and replacement <br />costs. I <br />MEMO 3/26/91 <br />Discussion ensued regarding the census form, its evolution and objectives. <br />General Services Director Sennewald advised the census form was modeled <br />after the Marin County form which garnered a 90% completion and return rate. <br />Councilwoman Buchan requested a notice be published explaining, in more <br />positive terms, the necessity of completing and returning the census form. <br /> <br />MEMO 3/26/91 <br /> <br />The following people addressed the Council on the issue of water <br />allocation: <br /> <br />Ralph Nobles, Planning Commissioner, 3720 Country Club Drive, Redwood City, <br />reported on the League of California Cities Planning Commissioners <br />Institute and the topic of water shortage in California <br />Annette Schmidt, Redwood CitylSan Mateo County Chamber of Commerce, opposed <br />a building moratorium citing no evidence it would save water and would <br />have a negative impact on the business community, and requested a Task <br />Force of business and civic members <br />Nita Spangler, 970 Edgewood Drive, Redwood City, described California as a <br />desert area, water has been exploited, Council should continue with <br />current plan, and Council should be involved in long term planning <br />Angela Hummel, 101 Finger Avenue, Redwood City spoke in favor of continued <br />banking and described 50 gallons per day as generous <br />Todd Wright, Prometheus Corporation, 2600 Campus Drive, San Mateo, described <br />the California Water Service plan as including a growth factor <br />Carl Kriletitch, 70 Foss Drive, Redwood City spoke in favor of retrofitting. <br /> <br />MINUTE BOOK NO. 50 <br />Page No. 209 <br /> <br />Regular Meeting Minutes <br />March 25, 1991 <br />Page 6 <br />
