From the City Manager <br /> <br />May 6,2002 <br /> <br />Subject <br />Annual Action Plan to the Consolidated Plan for FY 2002-2003 <br /> <br />Recommendation <br />Adopt a resolution: <br /> 1. Approving the Annual Action Plan and authorizing the City Manager to execute <br /> documents to be submitted to the U.S. Department of Housing and Urban <br /> Development. <br /> <br /> 2. Reallocating $100,000 from the Water Feature Project, which is no longer an eligible <br /> project, to the Canada College Small Business Center. <br /> <br /> 3. Referring the issue of additional funding for Canada College Small Business Center <br /> to the Redevelopment Board for their review. <br /> <br />The Human Services Financial Assistance Program (HSFA) recommendations are made <br />by separate report on this agenda. <br /> <br />Background <br />The City expects to receive $957,000 in Community Development Block Grant funds and, <br />$442,000 in HOME Investment Partnership funds from the U.S. Department of Housing and <br />Urban Development (HUD) for FY 2002/2003. Technical assistance workshops were held by <br />the City to assist interested organizations to prepare competitive proposals and several <br />meetings were held by the Housing and Human Concerns Committee to review proposals <br />submitted for funding. On March 7, 2002, the Housing and Human Concerns Committee <br />approved funding recommendations for 25 programs and projects in the amount of $957,000 <br />from CDBG Funds and $442,000 in HOME funds. <br /> <br />The Consolidated Plan is a federal prerequisite for receiving various sources of entitlement <br />funding from the U.S. Department of Housing and Urban Development (HUD). The overall <br />Plan is made up of three components: A Market and Needs Analysis; a Strategic Plan; and <br />a One-Year Action Plan. <br /> <br />The Consolidated Plan identifies priorities the Council adopted to use over the five years to <br />meet affordable housing goals and to improve the quality of life for residents who are Iow <br />income and have special needs. This 2002-03 Annual Action Plan is the third year of the five <br />year Consolidated Plan. <br /> <br /> <br />
