This third Annual Action Plan identifies activities to be funded during FY 2002/2003 to <br />address the priorities adopted by Council in the Consolidated Plan. These priorities <br />target federal funds for public facilities and improvements, affordable housing and social and <br />economic development programs. The term of the ConSolidated Plan is the period from <br />July 1,2000 to June 30, 2005. A copy of the entire Consolidated Plan is in the Council Study <br />for your review. <br /> <br />The Action Plan is made up of funding recommendations from Community Development <br />Block Grant funds, HOME Investment partnership funds and HSFA funds. The HSFA <br />recommendations are in a separate report on this same agenda. <br /> <br />Other Funds <br />In addition to the CDBG and HOME funds recommended for funding, the Committee has also <br />recommended the following: <br />· Assumes that $80,000 from the General Fund will be provided to Shelter Network for the <br /> Redwood Family House. <br />· That the Council forward to the Redevelopment Agency Board the request from Canada <br /> College Small Business Center for $88,1811. The HHCC recommended partial funding for <br /> this program from reprogramme¢ funds (see next recommendation) but given the <br /> competition for funding, they coul~ not recommend the entire request be funded from <br /> CDBG. However, since the program is an economic development function, it may qualify <br /> for funding by the Redevelopment Agency. <br />· That $100,0002 in reprogrammed funds formerly budgeted to the City Center Plaza Water <br /> Feature be reallocated to Canada Coltege Downtown Business Center. HUD has ruled <br /> that the Water Feature activity is no longer eligible for funding through the CDBG program. <br /> Funding for the plaza, including the fountain, will be considered for funding as part of the <br /> Redevelopment Agency budget. <br /> <br />Timeline for Approval <br />· An Executive Summary and a 30-day Request for Citizen Comment on the draft plan has <br /> been published for citizen comment prior to forwarding the documents to Council for <br /> approval. <br />· The Housing and Human Concerns Committee completed funding recommendations for <br /> CDBG and HOME on March 7, 2002 and approved the final Action Plan on March 26, <br /> 2002. <br />· The Planning Commission reviewed the capital projects included in the Action Plan on <br /> April 2, 2002 and found that the activities conform to the City's General Plan. <br />· If approved by Council, staff will submit its FY 2002/2003 Annual Action Plan to HUD on <br /> May 15, 2002. <br /> <br />A Binder of Proposals and Financial Statements for each nonprofit organization applying for <br />funding is available for your review in the Planning and Redevelopment Division. <br /> <br />I These funds would be used by Canada College to assist small businesses created by the Microbusiness enterprise <br />Program funded by the CDBG program. <br />2 The fl, nding recommendation for Canada College Small Business Pro.am of $107.ll{ll) includes $7.(1()(~ l'rom the <br />2(103-2()03 entitlement grant ;md $1{IO,0{X) reallocated from the City Center Water Feature project <br /> <br /> <br />
