FIRST STOP
is a citywide program that provides technical assistance and legal advice to Iow income
people seeking to establish their own business.

The above priorities are listed by rank order.

Redwood City has developed its statement of projected use of funds based on comments
from service providers during the Annual Action Plan goal setting meeting held in
December 2001. The funding recommendations attempt to give maximum feasible priority
to activities that benefit Iow and very Iow-income families who are homeless or at-risk of
becoming homeless. These funds also assist individual households to become self
sufficient and reduce the level of poverty, or aid in the prevention or elimination of slums
or blight. During year three of the five year period of the Consolidated Plan, the City will
continue to carry out activities that meet the objectives specified in the Community
Development Plan and will minimize displacement of Iow-income households.

Community Development Block Grant regulations require that participating communities
consult with citizens and various providers to create a Consolidated Plan, a unified vision
for delivery of services with CDBG and other federal funds. The City has developed its
Consolidated Planning Strategy to maximize resources for Iow-income residents and to
require collaboration between service providers in an attempt to reduce poverty and
improve the standard of living for Iow-income households.

5 This recommendation for funding includes $7,000 from the 2002-2003 entitlement grant and $100,000 reallocated
from prior year funding (previously allocated to the City Center water feature Project).
