,imitations of funding for public service activities, Redwood City will make
funding available for various supportive services for Redwood City residents. Programs
will include emergency shelter and transitional housing for homeless families, adult
individuals, youth and persons with mental disabilities.

Program objectives under this priority will be funded in part from CDBG within the 15%
limitation and primarily from Human Services Financial Assistance funds, an allocation
from the City's local General Fund.

The City does not apply directly to the County for funding from the Health and Human
Services budget. Instead, the City funds many of the same organizations to leverage
various sources of public and private funds.

PRIORITY# 3: Expand Economic Development Opportunities for Iow and
moderate-income pemons through job creation, small business creation and
expansion and opportunities created by activities selected for funding.

Economic Development, job creation, and job training are major investments in the health
and well being of a jurisdiction's overall goal to improve the quality of life for its residents.
The City recognizes that the absence of these programs in its service delivery,
significantly limits the overall impact short term assistance can have on Iow and very Iow
income residents.

The Mission of the collaborative partnership between SAMCEDA, the County, Redwood
City, and the Community College District will further develop and implement a countywide
strategic plan (vision) for retaining, expanding and locating businesses within San Mateo
County through coordinated, collaborative efforts between the private and public sectors.
This coordinated approach will enhance the current level of economic development
activities within Redwood City, and will deliberately focus on the needs of Iow and very
Iow-income households.

The City's intent is to facilitate the development of support services including child care
and affordable housing to help residents desiring to commit to small business creation,
or job training and development under the self sufficiency model.

Activities
· Technical Assistance Programs to Micro-business enterprises
· Business Incubators
· Small Business Development Programs
· Job Training and Job Development Programs leading directly to employment
· Financial assistance to for-profit entities providing jobs to Iow income persons
· Business promotion efforts
